Book excerpt: "The report provides a preliminary assessment of DR-CAFTA, with particular attention to three key themes: (i) expected trade and non-trade benefits, (ii) actions that Central American countries need to pursue to capitalize optimally on the new opportunities, and (iii) identification of the population groups that may require assistance to adapt to a more competitive environment. The Introductory Chapter reviews the main findings of the report. Chapter II places DR-CAFTA in the historical context of the economic reforms that Central America has been undertaking since the late 1980s. Chapter III provides a summary overview of the recently negotiated DR-CAFTA. Chapter IV reviews various analyses that assess the potential impacts of DR-CAFTA in Central American countries. Chapter V focuses on the identification of potentially affected populations from the easing of trade restrictions in sensitive agricultural products and analyzes policy options to assist vulnerable groups. Chapter VI reviews evidence related to key macroeconomic implications of DR-CAFTA, namely the potential revenue losses and effect on the patterns of business-cycle synchronization. Chapter VII reviews evidence from each Central American country in the areas of trade facilitation, institutional and regulatory reforms, and innovation and education, in order to identify key priorities for the complementary agenda for DR-CAFTA."

Book excerpt: The signing of the Central American Free Trade Agreement (CAFTA) and its subsequent implementation in 2006 by El Salvador, Guatemala, Honduras, Nicaragua, and the United States, with Costa Rica and the Dominican Republic entering the agreement in 2009, renaming it the Dominican Republic-Central American Free Trade Agreement (DR-CAFTA), continued trade liberalization trends in Latin America. Economists, scholars, and politicians alike view NAFTA and DR-CAFTA as a movement towards an even more ambitious Free Trade Agreement of the Americas (FTAA) and economic integration of the region from Canada to the southern cone. The present study does not discuss NAFTA or FTAA in detail, but rather elucidates the impact DR-CAFTA has had on member nations since their respective entrance. The study does so by first examining historical, economic, and political context and forces in Latin America. Second, DR-CAFTA its stipulations and arguments for and against the agreement are discussed. Next, regression analyses shed light on the impact of DR-CAFTA on trade and GDP growth in participating countries. Finally, future consequences of DR-CAFTA are elaborated.

Book excerpt: The Dominican Republic-Central American Free Trade Agreement with the United States aims to create a free trade zone for economic development. The Agreement is expected to intensify commerce and investment among the participating countries. This paper analyzes the changes in the production and trading patterns in 2-digit manufacturing sectors with the goal of understanding the short-term environmental implications of the Dominican Republic-Central American Free Trade Agreement. More specifically, the paper addresses the questions: Did pollution increase in the period after the Agreement negotiations? Did trade and production shift toward pollution intensive factors? The results suggest an increase in pollution emissions in the post-negotiations period. The increase in emissions is mainly attributable to scale effects. Composition effects are small and in some cases (including Nicaragua and Honduras) favoring cleaner industries and partially compensating the pollution gains from output and export growth.
