Book excerpt: The findings from this Master’s Research Project provides City of Jacksonville (C.O.J.) a feasible solution and design proposal that can combat the immediate homeless housing crisis within Jacksonville, while effectively utilizing COJ owned land, and provides a potential avenue of how C.O.J. can developed the site for future private development. The proposed solution will spur revitalization and the local economy within the downtown area. The Housing First Model is the methodology that is widely utilized around the Nation that provides the homeless population housing first, compared to the traditional method that requires the completion of a multi-step program prior to housing. This research shows that in conjunction with the Housing First Model, a key to continued success is supplementing the transitional housing program with supportive homeless programs that will aid the homeless population through traumas, provide health care, case management, etc., and to be able to safely reintegrate them back into society. Through the different sections of the MRP (that included research methodology, case study analysis, interviews, and observations) a new housing program and master plan proposal was formulated based on the current and future needs assessment to address Jacksonville’s housing crisis and chronic homelessness population. The proposed housing and supportive program include a community day center, case manager center, health care center, fitness center, and transitional housing. Based on the proximity to other homeless resources, downtown area within zip code 32202 was selected for project site analysis. The findings of the research conclude shelters provide a place for homeless individuals to temporarily sleep a night and be off the streets, but it does not give them the pathway to getting out of homelessness. Transitional housing over shelters is the viable option, which leads to affordable housing, and effectively combats the homeless crisis.
