In order to circumscribe this broad problematic, the empirical data was drawn from organizations working within three sectors: in health, in gender and development, and in human rights and democracy. As the empirical investigation for this study proceeded, this study became aware that an examination of the sites where the ‘global’ and the ‘local’ intersect and intertwine is inseparable from an analysis of the effects of new transnational relations, specifically the aid system, and their impact on local social formations. This is to say that local actors and social structures do not remain static, but are transformed as they are drawn into new transnational relations and then seek to negotiate their place within the aid industry and their relations with donors and international NGOs.

Since education frames a people’s identity, the nature of the education system affects how Palestinians relate to their state. Through education the Palestinian Authority (PA) transforms the parameters of identity to serve the requirements of state-building and the peace process. International assistance to the PA affects all of these processes through the disbursal of political rent, whose primary function is to bolster the PA and to keep the peace process going. The new Palestinian Authority has assumed two seemingly contradictory functions: state building and resistance, and the dynamic tensions between the two raise key questions for political and policy analysis. Are these functions mutually exclusive or complementary in the context of the ongoing peace negotiations, and state-building? Can the Palestinian leadership transform the Palestinian national movement from a revolutionary organization to a pragmatic state apparatus? Are the PLO and the PA interchangeable? What type of power does the PA need to cultivate the support, or to secure the compliance, of the Palestinian people for the state-building project? Fostering security and stability in semi-authoritarian regimes collides with policies aimed at the support of processes of democratization prone to conflict and destabilization. Meanwhile, the promotion of national self-determination and political empowerment might lead to forms of democracy, partially incompatible with liberal understandings. These conflicting objectives are often problematized as challenges to the effectiveness of international democracy promotion. This book presents systematic research about their emergence and effects. The contributing authors investigate (post-) conflict societies, developing countries, and authoritarian regimes in Southeast Europe, Latin America, Africa, and Asia. They identify the socio-economic and political conditions in the recipient country, the interaction between international and local actors, and the capacity of international and local actors as relevant for explaining the emergence of conflicting objectives. And they empirically show that faced with conflicting objectives donors either use a ‘wait and see’-approach (i.e. not to act to overcome such conflicts), they prioritize security, state-building and development over democracy, or they compromise democracy promotion with other goals. However, convincing strategies for dealing with such conflicts still need to be devised. This book was published as a special issue of Democratization.
