This book was released on 2001 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evaluation is a key tool in improving the quality and effectiveness of development co-operation. The Development Assistance Committee (DAC) Working Party in Aid Evaluation is the only international forum where bilateral and multilateral evaluation experts meet regularly. Its Members meet to improve evaluation practice and to learn lessons from development co-operation activities and experiences. A series "Evaluation and Aid Effectiveness" was launched to share selected pieces of work with a broader public. This study acknowledges the considerable progress made in terms of the growing mainstreaming of environmental issues and recognises the need for additional efforts in the context of widespread institutional capacity development. As such, this report shall be considered as a complement to the Committee's earlier publications and guidelines on CDE. These should guide both programme-level and specific project-level CDE assessments and serve as a source of general information for policy-makers as well as practitioners in donor agencies and developing countries. The print version of the above report is available free of charge from the Development Co-operation Directorate; please send an email to [email protected] to get a copy.

Book excerpt: Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.

Book excerpt: Every year, billions of dollars of environmental aid flow from the rich governments of the North to the poor governments of the South. Why do donors provide this aid? What do they seek to achieve? How effective is the aid given? And does it always go to the places of greatest environmental need? From the first Earth Summit in Stockholm in 1972 to the G8 Gleneagles meeting in 2005, the issue of the impact of aid on the global environment has been the subject of vigorous protest and debate. How much progress has there been in improving environmental protection and clean-up in the developing world? What explains the patterns of environmental aid spending and distribution - is it designed to address real problems, achieve geopolitical or commercial gains abroad, or buy political mileage at home? And what are the consequences for the estimated 4 million people that die each year from air pollution, unsafe drinking water, and lack of sanitation? All of these questions and many more are addressed in this groundbreaking text, which is based on the authors' work compiling the most comprehensive dataset of foreign aid ever assembled. By evaluating the likely environment impact of over 400,000 development projects by more than 50 donors to over 170 recipient nations between 1970 and 2001, Greening Aid represents a unique, state of the art picture of what is happening in foreign assistance, and its impact on the environment. Greening Aid explains major trends and shifts over the last three decades, ranks donors according to their performance, and offers case studies which compare and contrast donors and types of environmental aid.

Available in PDF, EPUB and Kindle. Book excerpt: The Paris Framework for Climate Change Capacity Building pioneers a new era of climate change governance, performing the foundational job of clarifying what is meant by the often ad-hoc, one-off, uncoordinated, ineffective and unsustainable practices of the past decade described as 'capacity building' to address climate change. As an alternative, this book presents a framework on how to build effective and sustainable capacity systems to meaningfully tackle this long-term problem. Such a reframing of capacity building itself requires means of implementation. The authors combine their decades-long experiences in climate negotiations, developing climate solutions, climate activism and peer-reviewed research to chart a realistic roadmap for the implementation of this alternative framework for capacity building. As a result, this book convincingly makes the case that universities, as the highest and sustainable seats of learning and research in the developing countries, should be the central hub of capacity building there. This will be a valuable resource for students, researchers and policy-makers in the areas of climate change and environmental studies.
