Book excerpt: This book offers an analysis of the formation of the Dominican state and explores the development of state-society relations since the late nineteenth century. Emelio Betances argues that the groundwork for the establishment of a modern state was laid during the regimes of Ulises Heureaux and Ramï¿1⁄2ï¿1⁄2res. The U.S. military government that followed later expanded and strengthened political and administrative centralization. Between 1886 and 1924, these administrations opened the sugar industry to foreign capital investment, integrated Dominican finance into the international credit system, and expanded the role of the military. State expansion, however, was not accompanied by a strengthening of the social and economic base of national elites. Betances suggests that the imbalance between a strong state and a weak civil society provided the structural framework for the emergence in 1930 of the long-lived Trujillo dictatorship.Examining the links between Trujillo and current caudillo Joaquï¿1⁄2Balaguer, the author traces continuities and discontinuities in economic and political development through a study of import substitution programs, the reemergence of new economic groups, and the use of the military to counter threats to the status quo. Finally, he explores the impact of foreign intervention and socioeconomic change on the process of state and class formation since 1961.

The countries had the same per capita real GDP in 1960 but, by 2005, the Dominican Republic''s per capita real GDP had tripled whereas that of Haiti had halved. Drawing on the growth literature, the paper explains this divergence through a combined approach that includes a panel regression to study growth determinants across a broad group of countries, and a case study framework to better understand the specific policy decisions and external conditions that have shaped economic outcomes in the Dominican Republic and Haiti. The paper finds that initial conditions cannot fully explain the growth divergence, but rather policy decisions have played a central role in the growth trends of the two countries. Book excerpt: Although the progress toward poverty reduction remains sluggish, other dimensions of social welfare in the Latin American and Caribbean (LAC) region show signs of improvement. Adult literacy and school enrollment rates, life expectancy at birth, and the amount of access to safe water are increasing. Nutrition indicators are also improving. However, other factors demonstrate that many problems persist, especially the inequality between rich and poor. This report analyzes the evolution of poverty and inequality in the LAC region from 1986 to 1996 with projections to 1998. It reviews the policies which have been advocated or implemented to reduce poverty. The report combines the results of new empirical work using household surveys from 12 countries, short theoretical developments, and a review of the literature on issues related to poverty, inequality, and social policy in LAC. Some of the theoretical developments introduce new research techniques. Chapters three to six follow the framework proposed in the forthcoming 'World Development Report 2000-2001'. The framework identifies three essential elements for poverty reduction. Those elements include opportunities for the poor and investments in the human capital of the poor, security through social safety nets, and empowerment.
