Doing Business 2009 identifies top reformers in business regulation and highlights best practices and global reform trends. This year s report builds upon the five previous editions, adding new economies and updating all indicators. This year s report covers 3 additional economies, bringing the total number of economies covered to 181. Now included are the Bahamas, Bahrain, and Qatar. The report also adds a preface on Doing Business methodology, as well as in-depth analysis throughout the report on the main trends and findings of the past six years of Doing Business. Doing Business is an invaluable resource for entrepreneurs, investors, advisors, academics, professionals, and policymakers. The indicators benchmark regulation across 10 areas of a typical business lifecycle, and are used to analyze economic and social outcomes that matter such as equal opportunity, unemployment, poverty, and growth. This annually-published report gives policymakers the ability to measure regulatory performance in comparison to other economies, and learn from best practices.

Book excerpt: Despite regionalism having developed into a global phenomenon, the European Union (EU) is still more often than not presented as the ’role-model of regionalism’ whose institutional designs and norms are adopted by other regional actors and organizations as part of a rather passive ’downloading process’. Reaching beyond such a Eurocentric perception, Mapping Agency provides an empirically rich ’African perspective’ on regionalisms in Sub-Saharan Africa. It adopts an actor-centred approach but departs from a rather simplified understanding of agency as exerting power and instead scrutinizes to what extent actors actually participate in or are excluded from processes of regionalism. The value of this volume derives from the inclusion of historical dimensions, its open multi-actor approach to both formal and informal processes and its comparative perspective within but also beyond Sub-Saharan Africa. The chapters offer a multifaceted picture of agency beyond disciplinary divides where the EU is one actor amongst many and where local, national, regional and global state and non-state actors shape - and sometimes break - processes of regionalisms in Sub-Saharan Africa.

Book excerpt: The seventh in a series of annual reports investigating the regulations that enhance business activity and those that constrain it, 'Doing Business' presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies--from Afghanistan to Zimbabwe--and over time. Regulations affecting 10 stages of a business's life are measured: starting a business, dealing with construction permits, employing workers, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and closing a business. Data in 'Doing Business 2010' are current as of June 1, 2009. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years Africa appears to have turned a corner economically. It is posting increased growth rates and is no longer the world's slowest growing region. Commentators are beginning to ask whether emerging from Africa is a new generation of 'lion' economies to challenge the East Asian 'tigers'? This book goes behind the headlines to examine the conditions necessary not just for growth in Africa but for a wider business and economic transformation. Contrary to neoliberal economics, it argues that governments can play an important role in this through selective interventions to correct market failures, and, controversially, that neo-patrimonial governance need not be an obstacle to improved business and economic conditions. Drawing on a variety of timely case studies - including Rwanda, Ethiopia, Tanzania and Ghana - this provocative book provides a radical new theory of the political and institutional conditions required for pro-poor growth in Africa.

Book excerpt: This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Available in PDF, EPUB and Kindle. Book excerpt: From the mid-1980s to the early 2000s, images of crisis and reform dominated talk of Cameroon's economy. Doing Business in Cameroon examines the aftermath of that period of turbulence and unpredictability in the northern city of Ngaoundéré. Taking the everyday encounters between business actors and state bureaucrats as its point of departure, the book vividly illustrates the backstage and interconnected dynamics of four different sectors (cattle trade, trucking, public contracting, and NGO work). Drawing on his training in law and social anthropology, the author is able to clarify intricate policy dynamics and abstruse legal developments for readers. A widespread picture emerges of actors grappling with the long-term implications of selective or suspended enforcement of legal rules. The book deftly illuminates a set of shifting configurations in which economic outcomes like monetary gains or the circulation of goods are achieved by foregoing the possibility of relying on or complying with the law.

Available in PDF, EPUB and Kindle. Book excerpt: At the turn of the twenty-first century, manipulation of the democratic process coupled with preexisting political and economic grievances led to years-long civil wars in Sierra Leone, Liberia, and Côte d'Ivoire. During and after these conflicts, international peacekeeping efforts and humanitarian intervention became the dominant paths for restoring stability by rebuilding the state. Using these three countries as case studies, this manuscript sheds light on internationally driven state building in war-torn West African nations, the problematic nature of the postcolonial state, and the difficulties of securing its people's wellbeing. Connecting peace and conflict, democracy, and international development studies, Bah and Emmanuel argue that there is a clear nexus between the concepts and practices of peace building and statebuilding; that peace building and statebuilding are not domestic matters alone but also matters of global intervention; and that civil wars can be viewed as opportunities for state building through creative postwar partnerships and organization. This study goes beyond the familiar concepts of failed states, R2P, peacekeeping, and peace mediation and introduces and enhances the concepts of state decay, new humanitarianism, people-centered liberalism, and institutional design. In doing so, it provides critical lessons that local and international actors can draw on as they try to figure out practical solutions to the political, economic, and social problems that impede the development of peaceful and democratic multiethnic postcolonial states in Africa and beyond. Applying comparative-historical methods and theory to archival materials and expert interviews, International Statebuilding in West Africa seeks to shift the discourse on civil wars from their causes and implications to the opportunities they provide to rework failed states—and to shift the discourse on African states from their colonial and neocolonial legacies to their shared moral and security interests with the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: Sixteenth in a series of annual reports comparing business regulation in 190 economies, Doing Business 2019 measures aspects of regulation affecting 10 areas of everyday business activity: • Starting a business • Dealing with construction permits • Getting electricity • Registering property • Getting credit • Protecting minority investors • Paying taxes • Trading across borders • Enforcing contracts • Resolving insolvency These areas are included in the distance to frontier score and ease of doing business ranking. Doing Business also measures features of labor market regulation, which is not included in these two measures. This edition also presents the findings of the pilot indicator entitled 'Contracting with the Government,' which aims at benchmarking the efficiency, quality and transparency of public procurement systems worldwide. The report updates all indicators as of May 1, 2018, ranks economies on their overall 'ease of doing business', and analyzes reforms to business regulation -- identifying which economies are strengthening their business environment the most. Doing Business illustrates how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. It is a flagship product produced in partnership by the World Bank Group that garners worldwide attention on regulatory barriers to entrepreneurship. Almost 140 economies have used the Doing Business indicators to shape reform agendas and monitor improvements on the ground.
