Book excerpt: The Department of Defense (DoD) must continue to improve product support, with a specific focus on increasing readiness and enabling better cost control. In 2008, the Office of the Assistant Secretary of Defense for Logistics and Materiel Readiness (ASD(L&MR)) established a group of senior government, industry, and academia representation called the Product Support Assessment Team (PSAT) to drive this effort. In November 2009, Dr. Ashton Carter, Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)), approved and signed the Weapon Systems Acquisition Reform Product Support Assessment (WSAR-PSA) report and its eight integrated recommendations to improve life cycle product support decision making process. In addition to the PSAT effort, this DoD Product Support Business Case Analysis BCA Guidebook supports Dr. Carter's November 2010 memorandum on "Better Buying Power" by laying out a uniform methodology for accurate, consistent, and effective support of value-based decision making, while better aligning the acquisition and life cycle product support processes. This guidebook fulfills the need to standardize the DoD BCA process used to conduct analysis of costs, benefits, and risks. A senior team of system engineers, logisticians, acquisition experts, and financial experts from the Services, Agencies, Industry, and Academia embedded their broad knowledge and experience into this guidebook to help BCA practitioners serve their primary customers, the Warfighter and the Taxpayer. This guidebook provides overall guidance for conducting a Product Support BCA. This guidebook should be used in conjunction with other analytical tools and guidance and can be further tailored for specific types of BCAs.

Therefore, decisions that program officials make during the acquisition process to acquire or not acquire rights to technical data (TD) can have far-reaching implications for DoD's ability to sustain and competitively procure parts and services for those systems. DoD needs access to TD to control costs, maintain flexibility in acquisition and sustainment, and maintain and operate systems. This report reviews the extent to which: (1) DoD has updated its acquisition and procurement policies; (2) selected acquisition programs adhered to requirements to document TD needs; and (3) DoD took actions to improve TD decisions by program managers. Book excerpt: Traditional contracting is primarily transactional, rewarding contractors when deliveries are made or certain process milestones are met. Performance-Based Logistic (PBL) contracting seeks to base contractor incentives on ongoing performance measures to achieve reliability and cost savings. Key to the success of these arrangements are the incentives that align the interests of the customer and the vendor. This report describes the incentives used in PBL contracts, identifies best practices, and provides recommendations for effective incentives going forward. The study team interviewed PBL practitioners including defense-unique contractors, defense-commercial contractors, and experts who are knowledgeable in the government perspective in the United States and abroad. The team supplemented these interviews by analyzing a PBL dataset of U.S. Department of Defense contracts. Of the four identified categories of incentives—time-based, financial, scope, and other—interviews found that time-based incentives stood out for their reliable appeal and relative underuse in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Performance Based Logistics (PBL) is the preferred Department of Defense (DoD) product Support strategy to improve weapons system readiness by procuring performance, which capitalizes on integrated logistics chains and public/private partnerships. The cornerstone of PBL is the purchase of weapons system sustainment as an affordable, integrated package based on output measures such as weapons system availability, rather than input measures, such as parts and technical services. The Quadrennial Defense Review (QDR) and /the Defense Planning Guidance (DPG) directed the application of PBL to new and legacy weapons systems. PBL Implementation is also mandated by DoD Directive 5000.1, The Defense Acquisition System, May 12, 2003. This guide is a tool for Program Managers (PMs) and Product Support Managers (PSMs) as they design product support strategies for new programs or major modifications, or as they re-engineer product support strategies for existing fielded systems. It presents a method for implementing a PBL product support strategy. PBL delineates outcome performance goals of systems, ensures that responsibilities are assigned, provides incentives for attaining these goals, and facilitates the overall life cycle management of system reliability, supportability, and total owner ship costs. It is an integrated acquisition and logistics process for providing weapons system capability.

This book was released on 2011-11-17 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ability of the United States Air Force (USAF) to keep its aircraft operating at an acceptable operational tempo, in wartime and in peacetime, has been important to the Air Force since its inception. This is a much larger issue for the Air Force today, having effectively been at war for 20 years, with its aircraft becoming increasingly more expensive to operate and maintain and with military budgets certain to further decrease. The enormously complex Air Force weapon system sustainment enterprise is currently constrained on many sides by laws, policies, regulations and procedures, relationships, and organizational issues emanating from Congress, the Department of Defense (DoD), and the Air Force itself. Against the back-drop of these stark realities, the Air Force requested the National Research Council (NRC) of the National Academies, under the auspices of the Air Force Studies Board to conduct and in-depth assessment of current and future Air Force weapon system sustainment initiatives and recommended future courses of action for consideration by the Air Force. Examination of the U.S. Air Force's Aircraft Sustainment Needs in the Future and Its Strategy to Meet Those Needs addresses the following topics: Assess current sustainment investments, infrastructure, and processes for adequacy in sustaining aging legacy systems and their support equipment. Determine if any modifications in policy are required and, if so, identify them and make recommendations for changes in Air Force regulations, policies, and strategies to accomplish the sustainment goals of the Air Force. Determine if any modifications in technology efforts are required and, if so, identify them and make recommendations regarding the technology efforts that should be pursued because they could make positive impacts on the sustainment of the current and future systems and equipment of the Air Force. Determine if the Air Logistics Centers have the necessary resources (funding, manpower, skill sets, and technologies) and are equipped and organized to sustain legacy systems and equipment and the Air Force of tomorrow. Identify and make recommendations regarding incorporating sustainability into future aircraft designs.

He draws ideas from three very useful intellectual pools: classical management practices, Agile methods, and lean product development. By combining the strengths of these three approaches, he has produced something that works better than any one in isolation.” –From the Foreword by Don Reinertsen, President of Reinertsen & Associates; author of Managing the Design Factory; and leading expert on rapid product development Effective requirements discovery and analysis is a critical best practice for serious application development. Until now, however, requirements and Agile methods have rarely coexisted peacefully. For many enterprises considering Agile approaches, the absence of effective and scalable Agile requirements processes has been a showstopper for Agile adoption. In Agile Software Requirements, Dean Leffingwell shows exactly how to create effective requirements in Agile environments. Part I presents the “big picture” of Agile requirements in the enterprise, and describes an overall process model for Agile requirements at the project team, program, and portfolio levels Part II describes a simple and lightweight, yet comprehensive model that Agile project teams can use to manage requirements Part III shows how to develop Agile requirements for complex systems that require the cooperation of multiple teams Part IV guides enterprises in developing Agile requirements for ever-larger “systems of systems,” application suites, and product portfolios This book will help you leverage the benefits of Agile without sacrificing the value of effective requirements discovery and analysis. You’ll find proven solutions you can apply right now–whether you’re a software developer or tester, executive, project/program manager, architect, or team leader.
