GAO conducted site visits to selected military education centers and interviewed officials from DOD, its contractors, Education, accrediting agencies and their association, and postsecondary institutions. GAO recommends that DOD (1) improve accountability for recommendations made by third-party quality reviews, (2) develop a centralized process to track complaints against schools, (3) conduct a systemic review of its oversight processes, (4) take actions to ensure TA funds are used only for accreditor-approved courses and programs, and (5) require and verify state authorization for all schools. A primary purpose of these benefits is to assist service members' transitions back to civilian life, but the benefits likely have implications for recruiting and retention as well. This research for the Office of the Under Secretary of Defense for Personnel and Readiness takes a mixed-methods approach to examine the effects of education benefit programs on recruiting and retention-related outcomes, and to assess how the two largest education benefits may work together. As part of the study, RAND researchers examine Internet search data, qualitative data from focus groups with new service members and interviews with college counselors, survey data in which service members report their plans to use education benefits, and quantitative data on the Post-9/11 GI Bill and Tuition Assistance, as well as information from service members' administrative records. One main finding is that the passage of the Post-9/11 GI Bill appears to have had relatively small effects on recruiting and retention. A likely reason for this is that service members appear to lack a detailed understanding of this benefit, especially in their early careers. The cost was about $425 million. About 7% of this assistance benefited active-duty officers. When active-duty officers use this benefit, they increase the length of time they must remain in military service. Congress may change the policy so that this committed time is served consecutively—not concurrently. A number of the education counselors and officers told us such a change could reduce use of this benefit and hurt retention efforts. This report also discusses service length for officers who used tuition assistance.

These programs range from examinations that provide college credit for knowledge and experience gained in the military to various kinds of tuition assistance and student aid. The Department of Defense (DoD) Office of Military and Community and Family Policy asked RAND to review major, federal-level military educational assistance programs; develop a holistic system overview; identify program outcomes that program managers either currently measure or should be measuring; consider benchmarks of success to compare these programs against; and recommend ways to improve how educational benefits for military personnel are managed and used, thereby potentially improving cost efficiencies of programs. The authors reviewed publicly available program information and discussed specific characteristics with program managers, as well as reviewed the academic literature on both civilian and military education benefit programs to identify common characteristics, performance measures, and outcome measures. The research did not, however, extend to examining outcomes; the emphasis was on establishing a framework and baselines for further exploration. Among other observations, the authors did note significant overlap among programs and that individuals did not always pursue the most efficient pathways through the system for long-term benefit.

Book excerpt: Problems stemming from the misuse and abuse of alcohol and other drugs are by no means a new phenomenon, although the face of the issues has changed in recent years. National trends indicate substantial increases in the abuse of prescription medications. These increases are particularly prominent within the military, a population that also continues to experience long-standing issues with alcohol abuse. The problem of substance abuse within the military has come under new scrutiny in the context of the two concurrent wars in which the United States has been engaged during the past decade-in Afghanistan (Operation Enduring Freedom) and Iraq (Operation Iraqi Freedom and Operation New Dawn). Increasing rates of alcohol and other drug misuse adversely affect military readiness, family readiness, and safety, thereby posing a significant public health problem for the Department of Defense (DoD). To better understand this problem, DoD requested that the Institute of Medicine (IOM) assess the adequacy of current protocols in place across DoD and the different branches of the military pertaining to the prevention, screening, diagnosis, and treatment of substance use disorders (SUDs). Substance Use Disorders in the U.S. Armed Forces reviews the IOM's task of assessing access to SUD care for service members, members of the National Guard and Reserves, and military dependents, as well as the education and credentialing of SUD care providers, and offers specific recommendations to DoD on where and how improvements in these areas could be made.
