The DTL & E components have a profound effect on the ability of the U.S. Armed Forces to carry out their mission on the battlefield and in defense of the homeland in the face of CBRN threats. Chemical Biological Defense Program (CBDP) Vision: Ensure DoD operations are unconstrained by CBRN effects. CBDP Mission: Provide CBRN defense capabilities in support of the national military strategies. This Strategic Plan supports the CBDP Strategic Plan by providing the broad "Ends, Ways, and Means" necessary to achieve the desired DTL & E objectives by supporting the CBDP Strategic Plan's strategic objective: "Reinforce Training, Leadership, Development, and Education." Successful implementation of this plan requires the development of detailed Implementation and Oversight Plans (to be published). The Implementation Plan will cover the roles, responsibilities, and processes used by DoD stakeholders. The Oversight Plan will outline specific tasks and the timelines to achieve the Strategic Plan's goal. Office of the Special Assistant (Chemical and Biological Defense and Chemical Demilitarization Programs) (OSA(CBD & CDP)) will coordinate the development of the Implementation and Oversight Plans with the stakeholders and update these products as necessary.

Book excerpt: Violent extremist movements and ongoing military operations have prompted the Department of Defense (DoD) to place greater emphasis on improving language and regional proficiency, which includes cultural awareness. GAO was asked to assess the extent to which DoD has done the following: (1) developed a strategic plan to guide its language and regional proficiency transformation efforts, and (2) obtained the information it needs to identify potential language and regional proficiency gaps and assess risk. To conduct this assessment, GAO analyzed DoD's Defense Language Transformation Roadmap, reviewed the military services' strategies for transforming language and regional proficiency capabilities, and assessed the range of efforts intended to help identify potential gaps. GAO recommends that DoD do the following: (1) develop a comprehensive strategic plan for its language and regional proficiency transformation, (2) establish a mechanism to assess the regional proficiency skills of its military and civilian personnel, and (3) develop a methodology to identify its language and regional proficiency requirements. DoD concurred with GAO's recommendations and stated it is taking related actions.

Book excerpt: Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns that their postdeployment medical symptoms could have been caused by hazardous exposures or other deployment-related factors. Potential exposure to a broad range of CB and other harmful agents was not unique to Gulf operations. Hazardous exposures have been a component of all military operations in this century. Nevertheless, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of CB agents in theater and symptoms reported by military personnel. Particular attention has been given to the potential long-term health effects of low-level exposures to CB agents. In the spring of 1996, Deputy Secretary of Defense John White met with the leadership of the National Academies to discuss the DoD's continuing efforts to improve protection of military personnel from adverse health effects during deployments in hostile environments. Although many lessons learned from previous assessments of Operation Desert Shield/Desert Storm have been reported, prospective analyses are still needed. Strategies to Protect the Health of Deployed U.S. Forces: Force Protection and Decontamination, which addresses the issues of physical protection and decontamination, is one of four initial reports that will be submitted in response to that request. Specifically, this report includes a review and evaluation of the following areas: the adequacy of current protective equipment and protective measures (as well as equipment in development) the efficacy of current and proposed methods for decontaminating personnel and equipment after exposures to CB agents current policies, doctrine, and training to protect and decontaminate personnel and equipment in future deployments (i.e., major regional conflicts [MRCs], lesser regional conflicts [LRCs], and operations other than war [OOTWs]) the impact of equipment and procedures on unit effectiveness and other human performance factors current and projected military capabilities to provide emergency response
