How did they maintain their political autonomy and territorial sovereignty, hundreds of years after the arrival of Europeans? In a study that spans the eighteenth to twentieth centuries and ranges across the vast interior of South America, Heather F. Roller examines this history of power and persistence from the vantage point of autonomous Native peoples in Brazil. The central argument of the book is that Indigenous groups took the initiative in their contacts with Brazilian society. Rather than fleeing or evading contact, Native peoples actively sought to appropriate what was useful and potent from outsiders, incorporating new knowledge, products, and even people, on their own terms and for their own purposes. At the same time, autonomous Native groups aimed to control contact with dangerous outsiders, so as to protect their communities from threats that came in the form of sicknesses, vices, forced labor, and land invasions. Their tactical decisions shaped and limited colonizing enterprises in Brazil, while revealing Native peoples' capacity for cultural persistence through transformation. These contact strategies are preserved in the collective memories of Indigenous groups today, informing struggles for survival and self-determination in the present.

Book excerpt: This book seeks to understand how and why we should hold leaders responsible for the collective mass atrocities that are committed in times of conflict. It attempts to untangle the debates on modes of liability in international criminal law (ICL) that have become truly complex over the last twenty years, and to provide a way to identify the most appropriate model for leadership liability. A unique comparative theory of ICL is offered, which clarifies the way in which ICL develops as a patchwork of different domestic criminal law notions. This theory forms the basis for the comparison of some influential domestic criminal law systems, with a view to understanding the policy and cultural reasons for their differences. There is a particular focus on the background of the German law which has influenced the International Criminal Court so much recently. This helps to understand, and seek a solution to, the current impasses in the debates on which model of liability should be applied. An entire chapter of the book is devoted to considering why leaders should be held responsible for crimes committed by their subordinates, from legal, moral and pragmatic perspectives. The moral responsibility of leaders is translated into criminal liability, and the different domestic models of liability are translated to the international context, in such a way as to appeal to advanced students of ICL, academics, and practitioners who want to understand the complexities of leadership liability in international criminal law today and identify the best way to approach it. Cassandra Steer is Executive Director of Women in International Security Canada, and Junior Wainwright Fellow at McGill University, Canada. She holds a Ph.D. in Law from the University of Amsterdam, The Netherlands.

Book excerpt: Memory of the Argentina Disappearances examines the history of the production, public circulation, and the interpretations and reinterpretations of the Nunca Más report issued by Argentina’s National Commission on the Disappearance of Persons (CONADEP). It was established in 1983 by constitutional president Raúl Alfonsín to investigate the fate of thousands of people who had been disappeared by the state during the seventies. Upon publication in 1984, Nunca Más became a bestseller, was translated into several languages and won greater public importance when the military juntas were brought to trial and the court accepted the report as key evidence. The report’s importance was further enhanced with the adoption of CONADEP and Nunca Más as models for truth commissions established in Latin America, and when it was postulated as a means for conveying an awareness of this past to Argentina’s younger generations. This book contributes to understanding the political processes that led to Nunca Más becoming the way in which Argentines remembered the disappearances and the country’s political violence, and how its meaning is modified by new interpretations. Given the canonical nature of Nunca Más, the book sheds light on the most substantial changes and the continuities in Argentina’s social memory of its recent past.

As an element of that constructive work, Boff carefully points out the past and present theoretical shortcomings of political theology and the theology of liberation. Thus the book fills a methodological void that has hampered the full development of a theology of the political, and it blazes a path beyond what the author calls the "first phase" of liberation theology.
