Book excerpt: This book empirically analyzes the vulnerability of poor households in rural areas of Mexico and the effects of the conditional cash transfer (CCT) program called PROGRESA-Oportunidades by adopting the two most recent sets of rural household panel data for 2003−2007. The period covered by this book coincides with the unexpected reversal of the poverty trend observed in 2006 to the present which raised a question of vulnerability to poverty of Mexican households that had emerged from poverty in the early 2000s under a stable economic condition. The author applies different methodologies in defining vulnerable households in each chapter, enabling discussion of the multiple dimensions of vulnerability from varying perspectives, to identify the determinants of rural household vulnerability to poverty and the CCT effects. Empirical studies reported in this book confirmed a certain role played by PROGRESA-Oportunidades in mitigating vulnerability; however, the effect was rather partial and could not fully achieve poverty reduction during the surveyed period. By combining the existent discussions and empirical results of the CCT impacts, the author concludes that a possible limitation of PROGRESA-Oportunidades may be the excessive focus on the labor supply side, thus complementary policies must enhance the demand side, especially in creating decent employment opportunities for youth.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Book excerpt: This thesis examines whether Progresa, a cash transfer program in Mexico, functions as a food consumption smoothing mechanism against negative income fluctuations caused by idiosyncratic shocks in health or environment. It also analyses if the program has crowded-out informal private transfers received by family members living outside household for more than five years. Using panel data, I find that families participating in Progresa are more able to smooth consumption than non-participating families. Consumption is responsive to income fluctuations but not by a large amount. Moreover, consumption is largely responsive to the presence of idiosyncratic shocks; however, different environmental shocks have different impacts on consumption. Finally, there is evidence that private transfers are not responsive to the presence of the program; therefore, there is no crowding-out effect.

Mexico was among the first to implement a large-scale conditional cash transfer; the Progresa/Oportunidades program, the explicit aim of which was to reduce the country's widespread extreme poverty. The program's demonstrated success ensured its continued existence as a pillar of Mexico's poverty alleviation strategy. As such, it is important to study the long-term effects of this (and similar) programs on household savings. This study uses Progresa/Oportunidades program data to analyze the effect of the receiving cash transfers on household savings. By exploiting the randomization of the program's rollout, I use OLS estimation to show that inclusion in the Progresa/Oportunidades program increases a households' monthly savings by 20%. However, these results are not significant when household debt is accounted for. This highlights the need to include both savings and debt as part of cash transfer programs to enhance their effectiveness.

For a number of health indicators, the program appears to significantly improve health, with impacts that are larger with a greater time receiving the program. However, most of these health impacts are concentrated on women.

We find evidence of only a small decline in inequality over this period. The observed decline may be attributed to government transfers, notably targeted cash transfers (Prospera) and non-contributory pensions. In 2016, those two programs accounted for more than two thirds of the reduction in the Gini coefficient due to government transfers. Other transfer programs such as farmland subsidies (Proagro), government scholarships, and non-monetary transfers for medical expenditures have not been as effective.
