The wholesale rejection of all things considered ‘Western’ is seen to be a result of ‘integrationalism’, defined as the specific kind of methodology by which EU foreign policy engagement may be interpreted. Using complexity theory and panarchy, a specific arrangement of interacting complex adaptive systems together with a ‘resilience assessment’, the EU’s foreign policy is shown to be undermining the aims of the premier African institution, the AU, created to provide unity and security on the continent: the EU pursues these objectives in its own image rather than honouring African values. This book raises awareness of these issues, as well as to widen the application of the theoretical framework in international relations and politics, which is becoming increasingly important in a complex world. The aim of this book is to show that the negative isolationism pursued in order to counteract western influence is not the answer and can be avoided through this awareness.

Book excerpt: Most discussions of the digital divide treat it as a "North-South" issue, but the conventional dichotomy doesn't apply to cell phones in Sub-Saharan Africa. Although almost all Sub-Saharan countries are poor by international standards, they exhibit great disparities in coverage by cell telephone systems. Buys, Dasgupta, Thomas and Wheeler investigate the determinants of these disparities with a spatially-disaggregated model that employs locational information for cell-phone towers across over 990,000 4.6-km grid squares in Sub-Saharan Africa. Using probit techniques, a probability model with adjustments for spatial autocorrelation has been estimated that relates the likelihood of cell-tower location within a grid square to potential market size (proximate population); installation and maintenance cost factors related to accessibility (elevation, slope, distance from a main road, distance from the nearest large city); and national competition policy. Probit estimates indicate strong, significant results for the supply-demand variables, and very strong results for the competition policy index. Simulations based on the econometric results suggest that a generalized improvement in competition policy to a level that currently characterizes the best-performing states in Sub-Saharan Africa could lead to huge improvements in cell-phone area coverage for many states currently with poor policy performance, and an overall coverage increase of nearly 100 percent.

Book excerpt: We investigate jointly the importance of contemporary country-level institutional structures and local ethnic-specific pre-colonial institutions in shaping comparative regional development in Africa. We utilize information on the spatial distribution of African ethnicities before colonization and regional variation in contemporary economic performance, as proxied by satellite light density at night. We exploit the fact that political boundaries across the African landscape partitioned ethnic groups in different countries subjecting identical cultures to different country-level institutions. Our regression discontinuity estimates reveal that differences in countrywide institutional arrangements across the border do not explain differences in economic performance within ethnic groups. In contrast, we document a strong association between pre-colonial ethnic institutional traits and contemporary regional development. While this correlation does not necessarily identify a causal relationship, this result obtains conditional on country fixed-effects, controlling for other ethnic traits and when we focus on pairs of contiguous ethnic homelands.

Book excerpt: This exploratory empirical study examines the extent of differences in information and communication technology (ICT) utilization among the various countries of Africa. This paper also enhances understanding of factors that impact ICT utilization and the digital divide in African countries. In contrast to previous empirical studies, we include more advanced forms of ICT such as broadband and social media technologies. In our conceptual model of ICT utilization, known as Spatially Aware Technology Utilization Model (SATUM), five dependent variables are posited to be associated with eighteen demographic, socio-economic, education, technology tariff, societal openness, infrastructure, and ICT services competitiveness variables. ICT utilization dependent variables are spatially analyzed to determine patterns of agglomeration or randomness, and regression residuals are tested for the presence of spatial bias. We determine that laws that relate to the use of ICTs is a dominant predictor of all forms of ICT utilization, a novel finding. The effectiveness of a national parliament/congress as a lawmaking institution is significantly associated with modern (broadband) as well as legacy forms (fixed telephones) of ICT. This is consistent with prior literature which emphasizes the role of national governments in Africa in framing ICT sector policies for investment, privatization, deregulation, and providing access in underserved areas. For a smaller sample of nations that excludes high utilization ICT nations of Africa, ICT laws have a somewhat reduced effect for two forms of ICT. However gross national income per capita is determined to a dominant predictor for three ICTs and mobile tariffs is negatively associated with mobile cellular subscribers. The findings are intuitive and mostly well supported by previous literature. Policy implications for African nations are provided.
