Book excerpt: Dams or barriers are among the most significant anthropogenic threats to global freshwater ecosystems, although they provide invaluable services for shipping, hydropower generation, flood protection, and storage of drinking and irrigation water. River fragmentations due to dams and barriers lead the aquatic landscape into isolated river sections, resulting in hydromorphological discontinuities along longitudinal or lateral gradients. Fragmented river habitats are unstable. They experience uncertain disturbances in both time and space with random and complex hydrological and environmental processes, such as water flow, particulate matter sedimentation, reservoir regulation, and terrestrial input. The diversity, composition, functionality, and activity of microbial communities are important indicators of river ecosystem functions and services. Yet, river fragmentations are likely to disrupt and reconstruct microbial communities, redirecting the patterns of biogeochemical cycles of biogenic elements. Methodology, such as mathematical models, is still limited to describing and elucidating microbial processes under changing hydrological environments in the fragmented rivers. Thus, how do the riverine microbial communities and ecosystem functions respond to the fragmentation in rivers? This Research Topic represents a collective focus on microbial ecology, functional diversity, and new microbial modeling in fragmented rivers. We wish to present new findings in community assembly mechanisms, biotic interactions, functional diversity, and ecosystem functioning responses to the river fragmentations. New perspectives will also provide us with deep insights into the ecological effects of river fragmentation. This Research Topic aims to present the original research articles and reviews to provide new findings on microbial diversity and ecosystem functioning in fragmented rivers worldwide. We welcome original research, reviews, mini-reviews, opinions, methods, hypotheses and theories, and perspectives. It might therefore be thought that our water resources would be the subject of the most intensive study. Certain aspects, it must be conceded, have received much attention, notably the availability of water in terms of actual quantity. The size of the surface water and the groundwater resource is well understood and indeed receives about as much study as can reasonably be expected in a country with as sparse a population and level of scientific manpower as ours. Although the importance of understanding the water resource in terms of quantity is widely accepted, what has not been generally appreciated is that for this resource to be 'available' to human society for all the different uses to which it is put, it is not sufficient that there exists within easy reach of the end users a certain total volume of water. For that water to fulfil its functions-for agriculture, industry, the home, recreation, biological conservation-it must be in a certain state: it must conform to certain chemical, physical and biological criteria, and what has not been sufficiently appreciated in Australian society is that the condition a water is in depends very much on the ecology of the waterbody in which it resides. There are waterbodies in the world, for example high-altitude glacial lakes, which are naturally so pristine that their water could be used for any purpose without treatment.

This interior basin of over 1 million km2 in semi-arid southeastern Australia is defined by the catchment areas of the Murray and Darling Rivers and their tributaries. Water management issues include allocation, quality, and dryland salinity. Because of Australia's federal governmental structure, institutional development has been more a matter of integrating state and local endeavors than decentralization of national authority. The Australian national government has little constitutional power over water resources. The five states in the basin make policy regarding water rights, discharge permits, fees, and the construction and operation of physical structures. River management began on the Murray River in the 1920s under the terms of a tri-state agreement. As the scope of management widened to the entire basin, more states were added and the national government supported the creation of new arrangements for integrated water resource management, with some provision for stakeholder participation. The dynamics of state-national authority over water policy, and the emergence in recent years of numerous local-level catchment organization, contribute to some uncertainty about the future course of basin management in this internationally renowned site. This paper--a product of the Agriculture and Rural Development Department--is part of a larger effort in the department to approach water policy issues in an integrated way.
