Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the effectiveness of district administration from critical management perspective. Using classical organizational theory and leadership competency framework, the authors conducted a comparative study of two exemplary districts with distinctive traits in India ─ a rural district in the developed state of Maharashtra and an urban district from the underdeveloped state of Madhya Pradesh. The book delves into the dynamics of district administration by breaking down the processes further and mapping the role of the district magistrates on the UNDP competency framework. Given the changing scope and challenges of public service, this comparative analysis of the two districts would provide insights into district administration and would be of significant relevance to administrators and management professionals across the globe in assessing their effectiveness. The book provides an eclectic framework for public administration from an overall sustainability perspective

Book excerpt: This comprehensive book covers the theory and practice of Business Improvement Districts or BIDs - partnerships between local communities and governments established to revitalize neighborhoods and catalyze economic development in a region. In this book, author Seth Grossman demonstrates the ways in which BIDs work, pull stakeholders together, and acquire funds to manage the difficult process of community revitalization especially in urbanized, threatened town centers. BIDs also blur traditional lines between public and private organizations, and their governance raises critical new questions about democratic representation, accountability, transparency, and responsiveness. As this book illustrates, BID managers act as public entrepreneurs, and management in the public realm requires community development skills (community planning, organization and leadership) and economic expertise (jobs, business development, housing and public infrastructure). Through an in-depth examination of Business Improvement Districts and their managers we begin to see that the future of public administration might no longer be contained behind the walls of formal government, with an increasing number of public administrators defining and creating public solutions to real life commercial problems. This book is essential reading for all practicing urban and regional administrators and government officials, as well as students studying public administration, public management, and urban and regional politics.

Available in PDF, EPUB and Kindle. Book excerpt: The remarkable changes in China over the past three decades are mostly considered at the national level, whereas local government – which has played and continues to play a key role in these developments – is often overlooked. The themes of China’s local administrative hierarchy, and its historical evolution, have until now received scant attention; this book fills that gap, and presents a comprehensive survey of China’s local administration, from the province down to the township. It examines the political and functional definitions and historical origins of the nine local administrative levels or categories in contemporary China: the province, the centrally-administered municipality, the ethnic minority autonomous region, the special administrative region, the deputy-provincial city, the prefecture, the county, township and urban district. It investigates how each of the different levels of China’s local administration has developed historically, both before and after 1949; and it explores the functions, political and economic, that the different levels and units carry out, and how their relationships with superior and subordinate units have evolved over time. It also discusses how far the post-Mao reforms have affected local administration, and how the local administrative hierarchy is likely to develop going forward.

Book excerpt: The purpose of this study was to focus on outcomes, behaviors, and attitudes which have occurred or been developed in schools which have successfully implemented Professional Learning Communities (PLC). The researcher also studied the role of the district administration in assessing the readiness for change as well as their role in the implementation and support for PLC. The three school districts selected for this study were considered representative of the state from which they were selected because geographically the nine RPDC areas from which the schools were selected represent a cross section of all districts in the state. A superintendent or superintendent designee and one board member from the three different school districts were selected to participate in interviews. In addition, a focus group from each district was selected including representatives from the PLC leadership teams of the individual schools. Data collection methods included audio-recording interviews and observations of individuals in the school setting. The study findings revealed four themes. They were: 1) the changing dynamics of leadership, 2) the development of a sense of collective efficacy and responsibility for student learning, 3) emphasis on collaborative teams versus isolation, and 4) the use of data to drive improved instruction. The implications of this inquiry for practice in education could impact K- 12 institutions as they attempt to address the pressures of improving student achievement.

Book excerpt: Managing Local Government: An Essential Guide for Municipal and County Managers offers a practical introduction to the changing structure, forms, and functions of local governments. Taking a metropolitan management perspective, authors Kimberly Nelson and Carl W. Stenberg explain U.S. local government within historical context and provide strategies for effective local government management and problem solving. Real-life scenarios and contemporary issues illustrate the organization and networks of local governments; the roles, responsibilities, and relationships of city and county managers; and the dynamics of the intergovernmental system. Case studies and discussion questions in each chapter encourage critical analysis of the challenges of collaborative governance. Unlike other books on the market, this text’s combined approach of theory and practice encourages students to enter municipal and county management careers and equips them with tools to be successful from day one.
