During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Consequently, one of the key questions concerns the conditions that are likely to trigger or abate dispute escalation into major power conflicts. In this book, Vesna Danilovic provides a rigorous theoretical and empirical analysis of these conditions. Since the most precarious and common form of dispute between major powers arises over third nations, the author's primary focus is on so-called extended deterrence. In this type of deterrence, one side attempts to prevent another side from initiating or escalating conflict with a third nation. When the Stakes Are High addresses such questions as: When is extended deterrence likely to be effective? What happens if deterrence fails? In what circumstances is war likely to result from a deterrence failure? The author's main argument is that a major power's national interests, which shape the inherent credibility of threats and which are shaped by various regional stakes, set the limits to the relevance of other factors, which have received greater scholarly attention in the past. Strongly supported by the empirical findings, the arguments in this work draw important implications for conflict theory and deterrence policy in the post-Cold War era. This book will appeal to the reader interested in international relations, in general, and in theories of international conflict, deterrence, causes of wars, great power behavior, and geopolitics, in particular. It is the contention of this report that the future Sino-U.S. context will illustrate many of the problems of deterrence theory that have been discussed in recent decades; deterrence theory will be, in general, more difficult to apply than it was in the U.S.-Soviet Cold War context. The key may be to seek nonmilitary means of deterrence, i.e., diplomatic ways to manipulate the tension to China's disadvantage.

Book excerpt: In a world of increasing dependence on information technology, the prevention of cyberattacks on a nation's important computer and communications systems and networks is a problem that looms large. Given the demonstrated limitations of passive cybersecurity defense measures, it is natural to consider the possibility that deterrence might play a useful role in preventing cyberattacks against the United States and its vital interests. At the request of the Office of the Director of National Intelligence, the National Research Council undertook a two-phase project aimed to foster a broad, multidisciplinary examination of strategies for deterring cyberattacks on the United States and of the possible utility of these strategies for the U.S. government. The first phase produced a letter report providing basic information needed to understand the nature of the problem and to articulate important questions that can drive research regarding ways of more effectively preventing, discouraging, and inhibiting hostile activity against important U.S. information systems and networks. The second phase of the project entailed selecting appropriate experts to write papers on questions raised in the letter report. A number of experts, identified by the committee, were commissioned to write these papers under contract with the National Academy of Sciences. Commissioned papers were discussed at a public workshop held June 10-11, 2010, in Washington, D.C., and authors revised their papers after the workshop. Although the authors were selected and the papers reviewed and discussed by the committee, the individually authored papers do not reflect consensus views of the committee, and the reader should view these papers as offering points of departure that can stimulate further work on the topics discussed. The papers presented in this volume are published essentially as received from the authors, with some proofreading corrections made as limited time allowed.

This collection contributes to a growing field of research in a relatively under-studied area of interrogating the concept of deterrence itself through a multi-disciplinary approach. Through the use of primary and secondary sources, as well as interviews, this book covers a wide range of disciplinary approaches on deterrence and the contributors cover a broad array of subjects. The research assembled here focuses on deterring extremism, conflict resolution and diplomacy, investigating technological developments, effects of globalisation, social movements, economics, the relationship of resilience to effective deterrence, and the associated complexity of contemporary interdependencies to create a contextualised concept of modern deterrence. Social science and historical methodologies are utilized to gain a comprehensive cross-section of analysis that will reveal the strengths and weaknesses of the use of deterrence as a national security strategy, as well as highlighting the various types of power available for use by the state to create multi-faceted deterrence in order to deal effectively and efficiently with complex emerging challenges.

Why do countries typically use diplomacy honestly, despite incentives to bluff? Why are they often able to deter attacks using merely verbal threats? International relations theory is largely pessimistic about the prospects for effective diplomacy, yet leaders nevertheless expend much time and energy trying to resolve conflicts through verbal negotiations and public statements. Deterrence by Diplomacy challenges standard understandings of deterrence by analyzing it as a form of talk and reaches conclusions about the effectiveness of diplomacy that are much more optimistic. Anne Sartori argues that diplomacy works precisely because it is so valuable. States take pains to use diplomacy honestly most of the time because doing so allows them to maintain reputations for honesty, which in turn enhance their ability to resolve future disputes using diplomacy rather than force. So, to maintain the effectiveness of their diplomacy, states sometimes acquiesce to others' demands when they might have been able to attain their goals through bluffs. Sartori theorizes that countries obtain a "trade" of issues over time; they get their way more often when they deem the issues more important, and concede more often when they deem the issues less important. Departing from traditional theory, this book shows that rather than always fighting over small issues to show resolve, states can make their threats more credible by sometimes honestly acquiescing over lesser issues--by not crying "wolf."
