Manufacturing establishments traditionally employed low- and high-wage workers in similar proportions and paid substantial wage premiums to both types of workers. Structural change has led to the disappearance of these jobs, particularly for low-wage workers. Decomposing displacement wage losses, we show that low-wage workers suffer considerable losses in establishment premiums following displacement, whereas high-wage workers tend to fall down the match quality ladder. With ongoing structural change, losses in wages and establishment premiums have increased over time, especially for low-wage workers, in part because they are increasingly forced to switch to low-knowledge service jobs where establishment premiums are low. Our findings further highlight that structural change and layoffs in manufacturing have significantly contributed to job polarization and the rise in assortative matching of workers to firms.

Book excerpt: Very slow growth in the US in 2001 that included a collapse in demand for electronic products, and the strong appreciation of the Canadian currency in 2003-2006 have combined to reduce employment in the sector in 2006 to 8.5 per cent below the level of 2000, and real Gross Domestic Product of the sector by more than 2.5 per cent. [...] To illustrate the importance of manufacturing to the economy, we have employed our econometric model of the economy to simulate the impact of a $10 billion (3.3 per cent) increase in manufactured exports in each year of 2003-2006. [...] Looking back to the years since 1970, there is a record of volatility in manufacturing, with earlier sharp episodes of downsizing (typically when the US economy was in recession as at the beginning of the 1980s and 1990s), interrupting periods of growth, including from the mid-1990s until the recent downsizing began. [...] Still, the magnitude of the simulation results and character of real, inflation and financial impacts are consistent with the widespread impression that the appreciation has played a major role in the recent poor performance of the manufacturing (and other goods-producing) industries. [...] Notwithstanding the depreciation of the US dollar versus that of the Canadian, the US share of Canadian imports of manufactures fell sharply in 2003-2006.

Book excerpt: Evidence that the automation of routine tasks has contributed to the polarization of labor markets has been documented for many developed economies, but little is known about its incidence in developing economies. We propose a measure of the exposure to routinization—that is, the risk of the displacement of labor by information technology—and assemble several facts that link the exposure to routinization with the prospects of polarization. Drawing on exposures for about 85 countries since 1990, we establish that: (1) developing economies are significantly less exposed to routinization than their developed counterparts; (2) the initial exposure to routinization is a strong predictor of the long-run exposure; and (3) among countries with high initial exposures to routinization, polarization dynamics have been strong and subsequent exposures have fallen; while among those with low initial exposure, the globalization of trade and structural transformation have prevailed and routine exposures have risen. Although we find little evidence of polarization in developing countries thus far, with rapidly rising exposures to routinization, the risks of future labor market polarization have escalated with potentially significant consequences for productivity, growth and distribution.
