Book excerpt: The location characteristics of neighborhoods and balance in demand and supply capacity may play a role in determining the effectiveness of fire protection service delivery. Spatial accessibility to fire protection services integrates the location characteristics of neighborhoods and the dimensions of demand and supply capacity of fire protection services. Using the two-step floating catchment area (2SFCA) method and logistic regression, this study measures spatial accessibility to fire protection services and examines its association with unintentional residential fire related injuries and deaths in Dallas, Texas. This analysis uses annual public fire incident data from 2012 to 2015, obtained from the U.S. Fire Administration, and census. In addition to fire characteristics and neighborhood demographics, spatial accessibility to fire protection services was significantly associated with unintentional residential fire related injuries with a small effect size. The analysis results suggest that there is disparity in the spatial accessibility score between low-income and non low-income census block groups, mainly in northeast and southwest service areas. The findings can be used to help identify high-risk neighborhoods for implementing fire injury prevention programs and select locations of additional fire stations.

Housing is becoming increasingly important to health in light of urban growth, ageing populations and climate change. The WHO Housing and health guidelines bring together the most recent evidence to provide practical recommendations to reduce the health burden due to unsafe and substandard housing. Based on newly commissioned systematic reviews, the guidelines provide recommendations relevant to inadequate living space (crowding), low and high indoor temperatures, injury hazards in the home, and accessibility of housing for people with functional impairments. In addition, the guidelines identify and summarize existing WHO guidelines and recommendations related to housing, with respect to water quality, air quality, neighbourhood noise, asbestos, lead, tobacco smoke and radon. The guidelines take a comprehensive, intersectoral perspective on the issue of housing and health and highlight co-benefits of interventions addressing several risk factors at the same time. The WHO Housing and health guidelines aim at informing housing policies and regulations at the national, regional and local level and are further relevant in the daily activities of implementing actors who are directly involved in the construction, maintenance and demolition of housing in ways that influence human health and safety. The guidelines therefore emphasize the importance of collaboration between the health and other sectors and joint efforts across all government levels to promote healthy housing. The guidelines' implementation at country-level will in particular contribute to the achievement of the Sustainable Development Goals on health (SDG 3) and sustainable cities (SDG 11). WHO will support Member States in adapting the guidelines to national contexts and priorities to ensure safe and healthy housing for all.

However, the frequency of residential fires which are not attended, including instances where the occupant of a dwelling has extinguished the fire or the fire has self-extinguished, has not previously been investigated in an Australian sample. This project includes two studies: in the first study the aim was to develop the Fire Safety Awareness and Experience Interview Schedule and to determine whether the risk factors for attended fires (in which there are fatalities or injuries) are different to the risk factors of residential fires not attended to by the fire brigade. Additionally, the first study aimed to determine the incidence of unattended residential fires by retrospective report from adults since the age of 18. The second study aim was to determine whether correct and regular maintenance behaviours were being carried out by occupants who own a smoke alarm. Five hundred participants, recruited from four shopping centers located in Melbourne, Victoria, completed the Fire Safety Awareness and Experience Interview Schedule. The questionnaire collected information on all residential fire experiences, including attended and unattended fires, since the age 18. Results showed that participants had approximately a 50% chance of experiencing either an attended or unattended residential fire within their adult lifetime; and the mean annual probability of having an unattended fire experience (0.8 fires per 100 adult years) was higher than the probability of having an attended fire experience (0.37 fires per 100 adult years). In addition, of all residential fires in which fire service attendance status was known, the vast majority of fires (78%) were unattended. Every year, unintentional injuries kill nearly 42,000 children and young people under the age of 20 in the WHO European Region. Injuries are the leading cause of death among those aged 5-19 years, and 5 out of 6 of these deaths occur in low- and middle-income countries. Irrespective of country income, the burden falls disproportionately on children from the most disadvantaged groups. The leading types of unintentional injuries are road traffic injuries, drowning, poisoning, burns and falls. All injury types have similar main causes and socioeconomic and environmental determinants. Children are particularly vulnerable to injuries and need special consideration to safeguard their rights to health and safe environments, free from injury. This report, companion to the World Report on Child Injury Prevention, presents the evidence on both the great potential for injury prevention and the effectiveness and value for money of measures already in use in European countries with low injury mortality. It shows why health systems and particularly programs for child health throughout the WHO European Region should give priority to preventing and controlling child injury.
