Available in PDF, EPUB and Kindle. Book excerpt: A close examination of the ethics of higher civil servants in Britain and how they have been undermined by recent developments in public administration. Barry O'Toole tackles key questions such as: how should public servants behave? how should they be encouraged to think ethically? how should they be motivated to do so? Focusing on the role of public service, public duty and the public interest in the twenty-first century, O’Toole answers these important questions and looks at the emergence of ‘new public management’, the increasingly important role of 'special advisers' and the decline of the public service ethos under New Labour. The Ideal of Public Service explores some of the key contributions to the development of ideas about public service in the context of British central administration and provides a discussion of recent trends in administrative practice in the UK. Combining political theory and an analysis of the history and development of the civil service, this timely book will be of strong interest to those researching British Politics, Governance and Public Policy.

Book excerpt: Radical reforms of the civil service during the 1980s and 90s have broken up the old unified hierarchical structures. In their place are peripheral agencies concerned with policy implementation and a central core comcerned with policy-making. The radical reforms are described and assessed in terms of the public choice and public management theories which underpin them. Bureau-maximizing and bureau-shaping models are used to predict the directions we should expect the reforms to take and their likely success. The key central chapter of the book examines the equivocal use of the term "efficiency" used to justify the managerial changes. This is the first textbook which critically examines theories of bureaucracy together with an introductory and descriptive account of the civil service today.

Book excerpt: In the public sector at the moment resources are scarce - or at the very least finite and limited - how they are allocated is therefore of crucial importance. This book analyses this process and examines the competing values that underlie the public service ethic, including the role of markets and quasi-markets, in the delivery of public services. Topics discussed include: * whether people should be denied the public services they need because public bodies are short of money * what balance we should strike between markets and public organisations to provide public services * whether the use of markets has gone too far and whether we need to return to a public service ethic

Available in PDF, EPUB and Kindle. Book excerpt: A key feature of those who work for the state, in the legal system and in public services is that they claim to be putting their own personal interests aside and working in a disinterested fashion, for the public good. But is disinterested behaviour possible? Can law be treated as a set of universal rules that are independent of particular interests, or is this mere ideology? Is the state bureaucracy a universal class, as Hegel thought, or a structure that serves the interests of the dominant class, as Marx claimed? In his lecture courses at the Collège de France in 1987–88 and 1988–89, Pierre Bourdieu addressed these questions by examining the formation of the legal and bureaucratic fields characteristic of the modern state, uncovering the historical and social conditions that enable a social group to form and find its own interests in the very fact of serving interests that go beyond it. For a disinterested universe to emerge, it needs both the invention of a public service, or a spirit of service to the public cause, and the creation of a social universe in which individuals can pursue a career devoted to public service and be rewarded for it. In other words, it requires a process of specialization whereby autonomous, specific fields become established in the social cosmos within which a special kind of game that follows the rules of disinterest can be played out. By reconstructing the conditions under which an interest in disinterestedness emerged, Bourdieu sheds new light on the formation of the modern state and legal system and provides a fresh perspective on the many professions in modern societies that are oriented towards the service of the common good.

Available in PDF, EPUB and Kindle. Book excerpt: Since the height of the privatization debate in the 1990s, changes in government policy have resulted in significant transformation in the public sector. Some organizations have made the transition from government bureaucracy to business venture successfully; others have struggled to relinquish their traditional bureaucratic culture. In this book, Pillay and Bilney explore the cultural changes occurring within the public sector and the effects that government mandated change initiatives have actually had. The culmination of this book was due to the subject expertise and guidance of Professor Robert Jones at Swinburne University of Technology, Melbourne, Australia. It provides perspectives on the efficacy of cultural change in the Australian public sector, and explores the practical implications for society and government as it seeks to entrench the culture of the citizen as customer. It is particularly useful for researchers and organizations searching for ways to improve service delivery within the confines of particular market positions.

Book excerpt: Under the incurious gaze of the major media, the political establishment and the financial sector have become increasingly deceitful and dangerous in recent years. At the same time, journalists at Rupert Murdoch’s News International and elsewhere have been breaking the law on an industrial scale. Now we are expected to stay quiet while those who presided over the shambles judge their own conduct. In The Return of the Public, Dan Hind argues for reform of the media as a necessary prelude to wider social transformation. A former commissioning editor, Hind urges us to focus on the powers of the media to instigate investigations and to publicize the results, powers that editors and owners are desperate to keep from general deliberation. Hind describes a programme of reform that is modest, simple and informed by years of experience. It is a programme that much of the media cannot bring themselves even to acknowledge, precisely because it threatens their private power. It is time the public had their say.
