Book excerpt: One of the most pressing issues in contemporary European societies is the need to promote integration and social inclusion in the context of rapidly increasing migration. A particular challenge confronting national governments is how to accommodate speakers of an ever-increasing number of languages within what in most cases are still perceived as monolingual indigenous populations. This has given rise to public debates in many countries on controversial policies imposing a requirement of competence in a 'national' language and culture as a condition for acquiring citizenship. However, these debates are frequently conducted almost entirely at a national level within each state, with little if any attention paid to the broader European context. At the same time, further EU enlargement and the ongoing rise in the rate of migration into and across Europe suggest that the salience of these issues is likely to continue to grow. This volume offers a critical analysis of these debates and emerging discourses on integration and challenges the assumptions underlying the new 'language testing regimes'.

Book excerpt: This is a study into how the public discourse on migrant integration in the UK changed from 2000-2010. The book shows that the discursive construction of integration in the British public sphere shifted from one of cultural pluralism to one of neo-assimilation, informed by a wider spread of neo-liberalism that necessitates self-sufficiency and discourages state assistance. Situated within the Critical Discourse Studies tradition, the book employs a Discourse Historical approach to the data and includes innovative analysis combining 'top-down' (policy documents and media texts) and 'bottom-up' (focus groups with migrants and new citizens) sites of discourse production. In doing so, it provides a broad and detailed perspective of public discourse on integration in the UK. The book shows that understandings of 'integration' are diachronically and synchronically fluid and as such, the term plays an important role as a 'consensus concept' that different actors can support whilst construing it in different ways. Analysis of the data further reveals that integration is interdiscursively linked to other social fields, such as the economy, terrorism and public spending. The book also argues that integration policy has become directed not just at new migrants, but also long-term British citizens and that this has the potential to have considerable impact on community cohesion.

Book excerpt: The 2005 rioting in France’s suburbs caught the world’s attention and exposed the limits of the Republic’s policies on the integration of ‘immigrant-origin’ populations. This book examines academic and public discourses about young people of North African origin in France. The resurgence of such discussions in France, focusing on sensational questions of urban unrest, Islamic fundamentalism and the challenges of increasingly assertive cultural identities, means that it is all the more necessary not to overlook the ‘ordinary’ majority of young French-North Africans. Their own preoccupations often go unnoticed in a context where issues such as violence in the banlieues and the threat of terrorism are pushed to the fore, sometimes with devastating consequences in terms of discrimination and exclusion. The book rebalances and nuances the debates about post-migrant North-African youth by drawing on extensive empirical research carried out in those suburbs of north-east Paris affected by the riots. It studies the construction of identity amongst this invisible majority and, by adopting an ethnographic approach, addresses the disjuncture between the sometimes inflammatory discourses about this population and their own experiences.

At the EU level, integration issues have gained extensive importance in the framework of the development of an EU migration policy. At the national level, discourses about failed integration policies have put integration policies under high pressure in political and legislative debates. Thereby, an interaction between the EU level and the national level can be observed. A general trend emerges where immigration and integration policies become increasingly interconnected. More precisely, migrants' access to a (stronger) legal status is becoming dependent on their level of integration. This book contains the updated outcomes of a conference where these interactions have been scrutinized. The first part demonstrates that several instruments are adopted at the EU level that frame the emergence of a European Integration Policy which has an effect on national policies. The second section outlines a trend in Member States to require third country nationals to fulfill integration obligations. If such a trend is fuelled by growing EU attention, EU rules may also limit their effect. Part three analyzes three national models as examples of integration policies with mandatory elements. The final part explores the effects of such integration requirements on the position of migrants: their integration and their residence rights.
