Book excerpt: The French revolutionary shift from monarchical to popular sovereignty came clothed in a new political language, a significant part of which was a strange coupling of happiness and rights. In Old Regime ideology, Frenchmen were considered subjects who had no need of understanding why what was prescribed to them would be in the interest of their happiness. The 1789 Declaration of the Rights of Man and of the Citizen equipped the French with a list of inalienable rights and if society would respect those rights, the happiness of all would materialize. This volume explores the authors of fictional literature who contributed alongside pamphleteers, politicians, and philosophers to the establishment of this new political arena, filled with sometimes vague, yet insisting notions of happiness and rights. The shift from monarchical to popular sovereignty and the corollary transition from subjects to citizens culminated in the summer of 1789 but it was preceded by an immense piece of imaginative work.

It demonstrates that public debt has been a defining feature in the construction of modern states, a main driver in the history of capitalism, and a potent geopolitical force. From revolutionary crisis to empire and the rise and fall of a post-war world order, the problem of debt has never been the sole purview of closed economic circles. This book offers a key to understanding the centrality of public debt today by revealing that political problems of public debt have and will continue to need a political response. Today’s tendency to consider public debt as a source of fragility or economic inefficiency misses the fact that, since the eighteenth century, public debts and capital markets have on many occasions been used by states to enforce their sovereignty and build their institutions, especially in times of war. It is nonetheless striking to observe that certain solutions that were used in the past to smooth out public debt crises (inflation, default, cancellation, or capital controls) were left out of the political framing of the recent crisis, therefore revealing how the balance of power between bondholders, taxpayers, pensioners, and wage-earners has evolved over the past 40 years. Today, as the Covid-19 pandemic opens up a dramatic new crisis, reconnecting the history of capitalism and that of democracy seems one of the most urgent intellectual and political tasks of our time. This global political history of public debt is a contribution to this debate and will be of interest to financial, economic, and political historians and researchers. The Nouvelle Compagnie des Indes was an attempt to maintain French diplomatic and financial credit among European rivals and trading partners within a region integral to the broader imperial economy. Reimagining French power as subsisting through an informal empire of trade, instead of a territorial empire of conquest, officials and intellectuals sought to remake the trading company as a private, "purely commercial" actor, rather than a sovereign company-state. Company Politics offers a new interpretation of political economy, imperialism, and the history of the corporation during the late Old Regime and the French Revolution. Despite its reputation for speculation, corruption, and scandal, Elizabeth Cross argues that the "New Company" emerged from the unique circumstances France faced in India as a weakened imperial power vis à vis the expanding British East India Company. Seeking to control the Company for their own purposes, French government officials, theorists, and private financial actors clashed over differing notions of political economy, debt, and imperial power for Europe and the Indian Ocean world. In doing so, they envisioned new alignments between state and market, challenged the legitimacy of the Old Regime's economic and imperial policies, and sought to revolutionize the underlying corporation itself through progressive demands of corporate self-governance. Thus, the New Company should be seen as an innovative capitalist actor in its own right, not a mere derivative of its Anglo-Dutch competitors. A valuable contribution to scholarship on capitalism, empire, and globalization, Company Politics uses the Company's history to present the Revolutionary Era as one of dynamic economic ideologies, practices, and experimentation, rather than only one of crisis and decline.

Book excerpt: Contemporary Europe seems to be divided between progressive cosmopolitans sympathetic to the European Union and the ideals of the Enlightenment, and counter-enlightened conservative nationalists extolling the virtues of homelands threatened by globalised elites and mass migration. This study seeks to uncover the roots of historically informed ideas of Europe, while at the same time underlining the fundamental differences between the writings of the older counter-revolutionary Europeanists and their self-appointed successors and detractors in the twenty-first century. In the decades around 1800, the era of the French Revolution, counter-revolutionary authors from all over Europe defended European civilisation against the onslaught of nationalist revolutionaries, bent on the destruction of the existing order, or so they believed. In opposition to the new revolutionary world of universal and abstract principles, the counter-revolutionary publicists proclaimed the concept of a gradually developing European society and political order, founded on a set of historical and - ultimately divine - institutions that had guaranteed Europe's unique freedom, moderation, diversity, and progress since the fall of the Roman Empire. These counter-revolutionary Europeanists drew on the cosmopolitan Enlightenment and simultaneously criticized its alleged revolutionary legacy. Throughout the nineteenth and twentieth centuries, these ideas of European history and civilisation were rediscovered and adapted to new political contexts, shaping in manifold ways our contested idea of European history and memory until today.
