The book surveys the ways that various political communities in France during the past two centuries have manufactured different versions of the past in order to define their identities and legitimate their goals. Beginning with a discussion of the bicentenary of the French Revolution in 1989, Robert Gildea moves backward in time to show how rival factions have used various elements of French political culture--from the grandeur of the ancien r�gime to Catholicism, Jacobinism, Anarchism, and Bonapartism--to further their ends. Gildea shows how proponents of revolution and counterrevolution, church and state, centralism and regionalism, and national identity and nationalism campaigned to achieve the widest possible acceptance of their own view of the past. He describes the continuing battle between Left and Right for association with national heroes such as Joan of Arc and Napoleon. Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

Originally, NATO bound the western allies together for the purposes of mutual defence as defined by Article 5 of the North Atlantic Treaty, which declared that an attack on the territory of one ally was to be considered an attack on them all. However, Article 4 of the Treaty invites the allies to consult with each other on a less formal basis whenever their 'territorial integrity, political independence, or security' was threatened, without the automatic commitment to a shared response. During the Cold War, the allies consulted both formally and informally on issues beyond mutual defence in debates that were, more often than not, extremely contentious. After the Cold War, these out-of-area missions became the primary focus of NATO’s military missions. The allies had to debate the scope of co-operation for every mission they considered undertaking collectively. This book argues that NATO’s identity has changed from a Cold War mutual defence organization to a global alliance in the course of debates over how to respond to the changing circumstances of its security environment.
