Book excerpt: Este livro trata do tema dos direitos humanos e desenvolvimento na Amazônia, a partir do Caso da Usina Hidrelétrica de Belo Monte e de seus desdobramentos na Comissão Interamericana de Direitos Humanos-CIDH. O projeto, principal obra do Plano de Aceleração de Crescimento (PAC) do governo do Partido dos Trabalhadores, teve o processo de licenciamento questionado por diversas ações judiciais que denunciaram irregularidades e violações de direitos humanos de amplo espectro. Considerado pelo governo federal como indispensável para o crescimento econômico do país, o projeto impactou povos indígenas e comunidades ribeirinhas que não foram consultadas tal qual prevê a Convenção 169 da Organização Internacional do Trabalho, motivo pelo qual a CIDH solicitou a suspensão das obras de Belo Monte ao Brasil. A análise aprofundada sobre o histórico do projeto; da questão do desenvolvimento; da linguagem dos direitos humanos e do direito da consulta prévia; e do processo político que permitiu sua construção são esmiuçadas em quatro capítulos. O caso evidencia tanto as relações entre extrativismo, desenvolvimentismo e violações de direitos humanos, como o fato de que a Usina de Belo Monte não era negociável pelo governo brasileiro. A análise indica grandes desafios para a promoção e proteção dos direitos humanos no Brasil que marcaram uma época, indicando também possibilidades de compreensão para a situação de retrocessos nas políticas de direitos humanos vivenciada no período subsequente, que refletem a importância do esforço histórico das redes transnacionais de defesa dos direitos humanos.
