A escola possui papel essencial no que diz respeito à civilidade, visto apresentar um conteúdo sistematizado que leve os discentes ao conhecimento empírico.

Além disso, abordam-se as disposições previstas na Constituição Federal de 1988, evidenciando os princípios que caracterizam a educação como um direito fundamental, sem o qual, não há o exercício da cidadania, motivo pelo qual é abordado dentro do contexto do mínimo existencial, haja vista que outros direitos são exercidos a partir dele. Por último, abordam-se as Políticas Públicas Educacionais a fim de compreender a postura do Estado quando decide fazer ou não fazer algo, ou quais as estratégias que decide adotar para conferir ao direito à educação a efetividade esperada.
