The vast majority of people in wealthy, highly connected, or digitally privileged societies may have crossed the digital divide, but being online does not mean that everyone is equally connected—and digital inequality reflects experience both online and off. In Connected in Isolation Eszter Hargittai looks at how this digital disparity played out during the unprecedented isolation imposed in the early days of the coronavirus pandemic. During initial COVID-19 lockdowns the Internet, for many, became a lifeline, as everything from family get-togethers to doctor’s visits moved online. Using survey data collected in April and May of 2020 in the United States, Italy, and Switzerland, Hargittai explores how people from varied backgrounds and differing skill levels were able to take advantage of digital media to find the crucial information they needed—to help loved ones, procure necessities, understand rules and risks. Her study reveals the extent to which long-standing social and digital inequalities played a critical role in this move toward computer-mediated communication—and were often exacerbated in the process. However, Hargittai notes, context matters: her findings reveal that some populations traditionally disadvantaged with technology, such as older people, actually did better than others, in part because of the continuing importance of traditional media, television in particular. The pandemic has permanently shifted how reliant we are upon online information, and the implications of Hargittai’s groundbreaking comparative research go far beyond the pandemic. Connected in Isolation informs and expands our understanding of digital media, including how they might mitigate or worsen existing social disparities; whom they empower or disenfranchise; and how we can identify and expand the skills people bring to them.

Nicht alle Menschen weltweit haben Zugang zu den neuen Möglichkeiten der neuen Technologien. Frühere Studien versuchten eben dies zu messen, bezogen sich dabei jedoch meist nur auf die infrastrukturellen Bedingungen für den Zugang zum Internet. Doch dieser eindimensionale Vergleich der jeweiligen Infrastruktur reicht nicht mehr aus, um Staaten in dieser Hinsicht zu vergleichen. Vor allem nicht in Staaten, die gesellschaftliche relativ weit entwickelt sind. Dazu gehören auch die Mitgliedsstaaten der Europäischen Union, die in dieser Arbeit hinsichtlich dieser Entwicklung verglichen werden sollen. Daher sind auch nutzungsspezifische Faktoren zu beachten. Damit kann diese Arbeit dem noch relativ neuen Forschungsfeld der Digital-Divide Forschung zugeordnet werden. Hier wird die soziale Ungleichheit in Bezug auf den Zugang zu den neuen Informations- und Kommunikationstechnologien erforscht, dementsprechend wurde auch die leitende Forschungsfrage formuliert. Lässt sich im Jahr 2015 noch ein „Digital Divide“ in der Europäischen Union nachweisen und wenn ja, welche Erklärungsansätze könnte es hierfür geben? Die Beantwortung der leitenden Forschungsfrage wird in mehreren Schritten erfolgen. Erst wird erarbeitet werden, warum es sich bei der Diffusion von neuen Informations- und Kommunikationstechnologien um eine Dimension sozialer Ungleichheit handelt. Dann wird eine Definition für den „Digital Divide“ erarbeitet, um darauf aufbauend nachzuweisen, dass in der Europäischen Union im Jahr 2015 noch ein „Digital Divide“ festgestellt werden kann. Dafür werden die Daten des „Digital Economy and Society Index“ ausgewertet, nachdem dessen inhaltlicher Aufbau und die Bewertungslogik erläutert wurden. Daraufhin wird der „Digital Divide“ in der Europäischen Union genauer beschrieben und es wird explorativ nach möglichen Erklärungsansätzen auf makrosoziologischer Ebene gesucht werden. Dies wird durch einen Vergleich von Daten zu verschiedenen, explorativ zusammengestellten sozialstrukturellen Merkmalen mit den Daten aus dem Index geleistet. Die Erkenntnisse aus diesem Vergleich werden daraufhin noch einmal zusammengefasst und rekapituliert. Abgeschlossen wird mit einem Fazit, das die Arbeit noch einmal kritisch beleuchtet und einen Ausblick hinsichtlich der Digital-Divide Forschung geben soll.

Virtual Inequality redefines the issue as it explores the cascades of that divide, which involve access, skill, political participation, as well as the obvious economics. Computer and Internet access are insufficient without the skill to use the technology, and economic opportunity and political participation provide primary justification for realizing that this inequality is a public problem and not simply a matter of private misfortune. Defying those who say the divide is growing smaller, this volume, based on a unique national survey that includes data from over 1800 respondents in low-income communities, shows otherwise. In addition to demonstrating why disparities persist in such areas as technological abilities, the survey also shows that the digitally disadvantaged often share many of the same beliefs as their more privileged counterparts. African-Americans, for instance, are even more positive in their attitudes toward technology than whites are in many respects, contrary to conventional wisdom. The rigorous research on which the conclusions are based is presented accessibly and in an easy-to-follow manner. Not content with analysis alone, nor the untangling of the complexities of policymaking, Virtual Inequality views the digital divide compassionately in its human dimensions and recommends a set of practical and common-sense policy strategies. Inequality, even in a virtual form this book reminds us, is unacceptable and a situation that society is compelled to address.

Book excerpt: In the digital age, schools are a central part of a nationwide effort to make access to technology more equitable, so that all young people, regardless of identity or background, have the opportunity to engage with the technologies that are essential to modern life. Most students, however, come to school with digital knowledge they’ve already acquired from the range of activities they participate in with peers online. Yet, teachers, as Matthew H. Rafalow reveals in Digital Divisions, interpret these technological skills very differently based on the race and class of their student body. While teachers praise affluent White students for being “innovative” when they bring preexisting and sometimes disruptive tech skills into their classrooms, less affluent students of color do not receive such recognition for the same behavior. Digital skills exhibited by middle class, Asian American students render them “hackers,” while the creative digital skills of working-class, Latinx students are either ignored or earn them labels troublemakers. Rafalow finds in his study of three California middle schools that students of all backgrounds use digital technology with sophistication and creativity, but only the teachers in the school serving predominantly White, affluent students help translate the digital skills students develop through their digital play into educational capital. Digital Divisions provides an in-depth look at how teachers operate as gatekeepers for students’ potential, reacting differently according to the race and class of their student body. As a result, Rafalow shows us that the digital divide is much more than a matter of access: it’s about how schools perceive the value of digital technology and then use them day-to-day.

Analyzing data from a year‐long ethnographic study at Freeway High School, the authors investigate how the digital media ecologies and practices of black and Latino youth have adapted as a result of the wider diffusion of the internet all around us--in homes, at school, and in the palm of our hands. Their eager adoption of different technologies forge new possibilities for learning and creating that recognize the collective power of youth: peer networks, inventive uses of technology, and impassioned interests that are remaking the digital world. Meister (2010, S.7) betont, dass in gegenwärtigen Gesellschaftsdiagnosen immer wieder auf den hohen gesellschaftlichen und kulturellen Einfluss von Informations- und Kommunikationstechnologien hingewiesen wird. Experten gehen aktuell davon aus, dass in spätestens zehn Jahren 95 Prozent der erwachsenen Bevölkerung in Deutschland, Europa und den USA das Internet und seine Dienste aktiv und regelmäßig nutzen (Münchener Kreis e.V., 2009, S. 14). Wenn man Medien wie Fernsehen, Radio oder Zeitschriften aufmerksam verfolgt, gibt es wohl keines, das nicht auf das Internet verweist, und plakative Werbekampagnen thematisieren kostengünstige Internet-Flatrates. Auf Basis dieser beispielhaft thematisierten Alltagswahrnehmungen könnte man den Schluss ziehen, dass heute eigentlich jeder "online" sein könnte, müsste und eigentlich auch sollte. Recherchiert man etwas intensiver, findet man aber u.a. die Initiative "geteilt.de", die sich als Interessenvertretung für Bürgerinnen und Bürger versteht, die "(...) über einen unzureichenden Zugang zum Internet verfügen und so vom gesellschaftlichen Leben zunehmend ausgeschlossen sind." (Initiative gegen digitale Spaltung, 2008, S.1) und die Überwindung der digitalen Spaltung fordert. Um gesellschaftliche Benachteiligungen in einem viel weiteren Sinne geht es in diversen empirischen Befunden der Sozialstrukturanalyse, die unabhängig vom Thema Internetzugang - zum Teil erhebliche soziale Ungleichheiten zwischen verschiedenen Bevölkerungsgruppen in Deutschland konstatieren. Es zwingen sich Fragen auf: Gibt es Zusammenhänge zwischen der sozialen Ungleichheit im Allgemeinen und der sog. "digitalen Spaltung" im Speziellen? Was genau ist überhaupt mit "digitaler Spaltung" gemeint? Und: Welche Fragestellungen könnten hier insbesondere für BildungswissenschaftlerInnen von Relevanz sein?
