Aufgrund dieser Fragen wurde die These aufgestellt, dass diese zweite Form der Öffentlichkeit bereits existiert. Zudem wirft sie neue Fragen auf: Was hat Online-Partizipation mit der gesellschaftlichen Öffentlichkeit zu tun, gibt es Wechselwirkungen und wenn ja, welche? Was ist in diesem Zusammenhang überhaupt unter Partizipation und Öffentlichkeit zu verstehen? Um diese Fragen zu klären, bedarf es vorerst einer Definition der wichtigsten Begriffe. Diese führt schließlich zur Kernfrage, ob online und offline dieselbe Art der Öffentlichkeit stattfindet und was diese beiden Arten unterscheidet. Warum haben wir nun eine neue Art der Öffentlichkeit in Folge des Internets? Information wird heutzutage über viele Kanäle vermittelt, Diskurs findet hingegen vor allem online statt, da Printmedien, Radio und Fernsehen vor allem Produzenten von Nachrichten sind und weniger der Hörer, Zuschauer beziehungsweise Leser eingebunden wird. All diese Definitionen und Merkmale der aktuellen Öffentlichkeit lassen erahnen, dass sich ihr Begriff in den letzten Jahren stark gewandelt hat. Es ist ein neuer Begriff der Öffentlichkeit entstanden, der vor allem mit Partizipation verknüpft ist. Diese Art der Partizipation findet in einem großen Rahmen online statt. Welche Zusammenhänge ergeben sich daraus mit der nicht-digitalen Öffentlichkeit, der Gesellschaft?

Der Rundfunk wäre der denkbar großartigste Kommunikationsapparat des öffentlichen Lebens, ein ungeheures Kanalsystem, d.h., er würde es, wenn er es verstünde, nicht nur auszusenden, sondern auch zu empfangen, also den Zuhörer nicht nur hören, sondern auch sprechen zu machen und ihn nicht zu isolieren, sondern ihn in Beziehung zu setzen. Der Rundfunk müßte demnach aus dem Lieferantentum herausgehen und den Hörer als Lieferanten organisieren." (Brecht 1967 [1932]; zitiert nach Roesler/Stiegler 2005: 219) Diese Überlegungen bezüglich des Potenzials von Rundfunk, den Hörer aktiv in die Produktion von Inhalten einzubinden, damit der Hörer auch über das Radio kommunizieren kann, um in Gespräche und Debatten einbezogen zu werden, stellte Bertolt Brecht bereits vor 80 Jahren. Er erkannte in dieser damals neuen Form der öffentlichen Kommunikation ungeahnte Möglichkeiten, dem Normalbürger in gesellschaftliche Fragestellungen einzubeziehen, statt ihn lediglich mit Inhalten zu versorgen. Heute wissen wir, dass diese Vor-stellungen utopisch waren und diese Form der Integration des Bürgers lediglich in Bürgerradios mit recht geringer Reichweite realisiert wurde. Heute wissen wir aber auch, dass sich die Medien seitdem enorm gewandelt haben und es mit dem Internet mittlerweile ein Medium gibt, mit dessen Hilfe Normalbürger mit weit weniger Aufwand ihre Positionen und Ansichten der Öffentlichkeit vermitteln können. Mit der Verbreitung digitaler Medien und der weltweiten Vernetzung durch das Internet bis hin zur Entwicklung der Sozialen Medien waren vor allem am Anhang Hoffnungen verbunden, die der Vorstellung Brechts sehr nahe kamen. Vom „Abbau von Informationsungleichheiten und der Belebung von demokratischer Diskurse“ (Schmidt 2012: 4) und von der Annahme „das Internet erweitere und erneure die politische Bildung“ (Emmer/Vowe 2004: 192) war die Rede, ebenso davon, dass die Verbreitung des Web in der Lage wäre „den Dialog der Bürger untereinander zu fördern [...]. Es sollte dadurch eine Mobilisierung bislang unterrepräsentierter oder nicht engagierter Bevölkerungsteile erreich[t werden], die sich online in politische Prozesse einbringen können“ (Schmidt 2006: 140).

Book excerpt: Although literature on corporate social responsibility is vast, research into the use and effectiveness of various communications through digital platforms about such corporate responsibility is scarce. This gap is surprising; communicating about corporate social responsibility initiatives is vital to organizations that increasingly highlight their corporate social responsibility initiatives to position their corporate brands for both consumers and other stakeholders. Yet these organizations still sometimes rely on traditional methods to communicate, or even decide against communicating at all, because they fear triggering stakeholders’ skepticism or cynicism.
