Book excerpt: "This report identifies how Soldiers employ digital C3 systems in the field. A set of questionnaires was administered to 11 Soldiers who had operational experience with several digital C3 systems. The questionnaire asked them to rate over 30 C3-related tasks or functions that can be performed using digital C3 systems. The functions were grouped into the following categories: send/receive information, planning functions, situational awareness, and navigation. Soldiers rated the tasks as to whether they preferred to perform them using digital or manual means, how frequently they used each task, how hard each task was to learn to use, and how hard each task was to use in the field. Results suggest that Soldiers use approximately one-half of the digital C3 functions "occasionally" or more often, while the other half of available functions are rarely used. The functions used frequently include classic C3 planning and reporting tasks. Of the more frequently used functions, some were rated as easy to learn or use, and some were rated hard to learn or use. There was a significant negative correlation between frequency of use and difficulty of use, suggesting that Soldiers did not perform some tasks digitally because they were too hard to use"--Stinet.

Many suggest the process of moving from Industrial Age Forces to Information Age Forces, is actually a Revolution in Military Affairs. The combination of technology and evolving security environment will create new challenges for interoperability, and operating demands on alliances such as NATO. Several of NATO's members are aggressively developing digital command, control and communications (C3) systems. While NATO is currently pursuing initiatives to meet the interoperability requirements for systems interface, the scope of interoperability requirements will likely be beyond the mere passing of digits. The impact of digital C3 systems clearly affects interoperability across training, doctrine, communications and force structure. In order to ensure interoperability as new systems are fielded, NATO must initiate efforts now to ensure combined operations of the future are possible.

Book excerpt: A NAND gate macro-model is developed using SPICE which allows for the complete simulation of the operation of the logic gate. The model derivation requires only external DC voltage and current measurements and logic delay times, but the model developed is shown to fully simulate the high-frequency response of the device as well, including the response of the device to interference in the 1-100MHz range. A simpler SUPER*SCEPTRE NAND gate model is also presented, which effectively models the response up to normal switching speed limits. Also, a less complex SPICE modeling procedure is developed for the purpose of modeling large logic circuits in a minimum of computer time.

The significance of real-time systems in everyones' life is rapidly growing. The vast spectrum of these systems can be characterised by just a few examples of increasing complexity: controllers in washing machines, air traffic control systems, control and safety systems of nuclear power plants and, finally, future military systems like the Strategic Defense Initiative (SDI). The import ance of such systems for the well-being of people requires considerable efforts in research and development of highly reliable real-time systems. Furthermore, the competitiveness and prosperity of entire nations now depend on the early app lication and efficient utilisation of computer integrated manufacturing systems (CIM), of which real-time systems are an essential and decisive part. Owing to its key significance in computerised defence systems, real-time computing has also a special importance for the Alliance. The early research and development activities in this field in the 1960s and 1970s aimed towards improving the then unsatisfactory software situation. Thus, the first high-level real-time languages were defined and developed: RTL/2, Coral 66, Procol, LTR, and PEARL. In close connection with these language develop ments and with the utilisation of special purpose process control peripherals, the research on real-time operating systems advanced considerably.
