Um die daraus entstehenden Kosten zu stemmen, besteuert der Staat seine Bürger bis zur teilweisen Konfiszierung ihrer Vermögen. Schlussendlich zerstört die Risikogesellschaft – in dem Bemühen, der radikalen Unsicherheit zu entgehen – sich selbst, und der Versicherungsstaat muss Konkurs anmelden.
