Dies um so mehr, als es von einem der geistigen Gründerväter des europäischen Einigungsprozesses stammt: Jean Monnet, 1952-1955 Vorsitzender der EGKS, der Europäischen Gemeinschaft für Kohle und Stahl. 50 Jahre gemeinsamer europäischer Geschichte also von den falschen Vorstellungen geleitet? Zumindest scheint selbst den von Haus aus wirtschaftlich orientierten Eurokraten die Bedeutung von Kultur, und damit auch von Sprache für ein geeintes Europa bewusst geworden zu sein. In alle Felder der Politik, so tönt es aus der Brüssler Schaltzentrale, habe dieser Gedanke mittlerweile Eingang gefunden. Lohnende Ausgangsbasis einer Untersuchung, in wie weit sich Sprachpolitik wirklich unter den traditionellen Schlagwörtern europäischer Politik – „Binnenmarkt“, „Europa der Bürger“ oder „Europa der Regionen“ – behauptet.2 Welche Ideen tragen sprachpolitische Maßnahmen der EU, und vor allem: Wo und mit welcher Konsequenz treten Fragen sprachlicher Natur im Prozess der Einheitsbildung auf? Die vorliegende Arbeit hat das Ziel, Motivationen und Tendenzen der Sprachpolitik in Europa offen zu legen und zu analysieren. Deshalb soll zunächst ein allgemeiner Blick au die sprachliche Situation des Kontinents geworfen werden, um anschließend die Problematik sprachwissenschaftlicher Einteilungsmuster zu beleuchten. Ganz unwillkürlich kommt dabei die Rolle von Minderheiten zur Sprache, die Aufschluss über den grundsätzlichen Umgang Europas mit seiner sprachlichen Vielfalt geben kann. Nach einem kurzen Verweis auf allgemeinpolitische Strömungen, richtet sich die Aufmerksamkeit dann besonders auf das Problem der Sprachwahl in den Organen der Gemeinschaft. Sie ist richtungsweisend für die elementare Frage europäischer Sprachpolitik: Wie ist Mehrsprachigkeit mit der Union Europas in Einklang zu bringen? Lösungskonzepte gibt es allenthalben. Arguing that recovery can only take place if the citizens of Europe regard themselves as members of a socially integrated European society, this volume sets out three conditions for successful European social integration: European citizens mutually respect each other as equals, accepting that all EU citizens should have equal economic, political and social rights. Those citizens objecting to the idea of European equality should not constitute a minority with potential for mobilisation that could impede the ongoing process of European social integration. Europeans act upon their equality beliefs in everyday practice – without differentiating between nationals and EU migrants. Based on a survey carried out in Germany, Spain, Poland and Turkey, the authors argue that the requirements for a socially integrated Europe are largely in place already. Their findings allow for optimism regarding the future of the EU, as the cultural foundations for a democratisation of Europe are laid.
