Heinrich Hertz, as the con summate experimentalist of 19th century technique and as brilliant clarifying critic of physical theory of his time, achieved one of the fulfilments but at the same time opened one of the transition points of classical physics. Thus, in his 'popular' lecture 'On the Relations Between Light and Electricity' at Heidelberg in the Fall of 1889, Hertz identified the ether as henceforth the most fundamental problem of physics, as the conceptual mystery but also the key to understanding mass, electric ity, and gravity. Of Hertz's demonstration of electric waves, Helmholtz told the Physical Society of Berlin: "Gentlemen! I have to communicate to you today the most important physical discovery of the century. " Hertz, philosophizing in his direct, lucid, pithy style, once wrote "We have to imagine". Perhaps this is metaphysics on the horizon? In the early pages of his Principles of Mechanics, we read A doubt which makes an impression on our mind cannot be removed by calling it metaphysical: every thoughtful mind as such has needs which scientific men are accustomed to denote as metaphysical. (PM23) And at another place, concerning the terms 'force' and 'electricity' and the alleged mystery of their natures, Hertz wrote: We have an obscure feeling of this and want to have things cleared up.

The trajectory of twentieth century philosophy has been largely determined by this anti-naturalist view which holds that empirical research is in principle different from philosophical inquiry, and can never make significant contributions to the latter's central issues. Martin Kusch explores the origins of psychologism through the work of two major figures in the history of twentieth century philosophy, Gottlob Frege and Edmund Husserl. His sociological and historical reconstruction shows how the power struggle between the experimental psychologists and pure philosophers influenced the thought of these two philosophers, shaping their agendas and determining the success of their arguments for a sharp separation of logic from psychology. That group of thinkers has exercised in recent decades a significant influence not only on the philosophy of the western world, but also, at least indirectly, on that of the East, where there is now taking place a slow but clearly irresistible erosion of dogmatic Marxism by ways of think ing derived from a modem scientific conception of the world. Kraft's work as historian of the Vienna Circle has led to his being classed, without further qua1ification, as a neo-positivist philosopher. It is, however, only partially correct to count him as such. To be sure, he belonged to the group named, he took part in its meetings, and he drew from it suggestions central to his own work; but he did not belong to the hard core of the Circle and was a con scious opponent of certain radical tendencies espoused, at least from time to time, by some of its members. Evidence of this is provided by the theory of value now presented in English translation, since no less a thinker than Rudolf Carnap had, originally at any rate, obeyed a very narrowly conceived criterion of sense and declared value judgements to be senseless.
