Book excerpt: Recent controversies about Ronald Reagan's visit to the Bitburg military cemetery and revelations about Kurt Waldheim's past underscored the political problems inherent in Germany's military traditions and in the relationship of the army to National Socialism. The Allied victors disbanded the German armed forces after World War II, only to press for the arming of the Federal Republic of Germany under the altered political conditions of the cold war. This book is the first comprehensive narrative and analysis of the efforts of German military professionals to discover for their new army an acceptable body of tradition in the proud, ambiguous, and at times criminal history of the German soldier. The author shows that, despite a complex of political obstacles, the founders of the Bundeswehr generally succeeded in persuading the international community and Germany itself that the army of the 1950s and 1960s would not revive the militarism of the past. However, the rapidity of the military buildup was a major drawback to their reform ideas. Certain officers and NCOs in the Bundeswehr undercut changes made by the leadership, and the debate on tradition building became a major political issue in the Federal Republic and NATO. Herspring considers the factors that allow some civilian and military organizations to operate more productively in a political context than others, bringing into comparative study for the first time the military organizations of the U.S., Russia, Germany, and Canada. Refuting the work of scholars such as Samuel P. Huntington and Michael C. Desch, Civil-Military Relations and Shared Responsibility approaches civil-military relations from a new angle, military culture, arguing that the optimal form of civil-military relations is one of shared responsibility between the two groups. Herspring outlines eight factors that contribute to conditions that promote and support shared responsibility among civilian officials and the military, including such prerequisites as civilian leaders not interfering in the military's promotion process and civilian respect for military symbols and traditions. He uses these indicators in his comparative treatment of the U.S., Russian, German, and Canadian militaries. Civilian authorities are always in charge and the decision on how to treat the military is a civilian decision. However, Herspring argues, failure by civilians to respect military culture will antagonize senior military officials, who will feel less free to express their views, thus depriving senior civilian officials, most of whom have no military experience, of the expert advice of those most capable of assessing the far-reaching forms of violence. This issue of civilian respect for military culture and operations plays out in Herspring's country case studies. Scholars of civil-military relations will find much to debate in Herspring's framework, while students of civil-military and defense policy will appreciate Herspring's brief historical tour of each countries' post–World War II political and policy landscapes.

Book excerpt: Relationships empower Special Operations Forces (SOF) to perform as a highly skilled and reliable cadre in collaboration with local partner forces to prevent and solve shared problem sets, often accomplishing more with less. Since 9/11, however, relationships between SOF and their partners have not always been properly built and maintained. The authors trace the causal effects of constraints, trainings, and incentives and their impact on the current North Atlantic Treaty Organization (NATO) SOF approach of building enduring relationships. Motivated by numerous deployments to Afghanistan, Iraq, and Syria, with recurring problem sets, we chose to conduct a struc-tured-focused comparison between U.S. and Danish SOF supporting Operation Inherent Resolve in Al Anbar, Iraq (2015-2018) and German SOF during the shift of the NATO-led International Security Assistance Force to Resolute Support mission in Afghanistan (2013-2015). The analysis of these cases finds that specific interactions of the studied factors not only cause variations in relationships between SOF and partner forces, but ultimately influence operations and objectives determining mission success or failure. With further testing of our analysis and recommendations, this research can help to identify inherently flexible and nested strategic options for SOF senior leaders, allowing them to deploy SOF elements efficiently during times of asymmetric, diffuse, and episodic conflicts. Gojowsky and Koegler have written a fascinating and important manuscript concerning the use and lessons-learned of SOF in recent asymmetrical conflicts. In doing so, the authors systematically assess modern SOF tactics, techniques, and procedures (TTP) and relationships between NATO SOF and their local partners. This is a must-read for those interested in the future of SOF as well as counter-insurgencies' future TTPs, constraints and incentives. Since the outbreak of the Ukraine war in 2022, we know that we can no longer afford the self-satisfied luxury of not being able to defend ourselves. Armed forces in a democracy are, however, tied to commitments and attitudes, just as the goal of achieving defensibility is tied to the Inner Leadership of the Bundeswehr. The goal of this book is to find the axioms of Inner Leadership that do not require further justification, which will then serve as the foundation for democratic armed forces. The author first develops a system that identifies five axioms of Inner Leadership. These include the principle of community, democratic principle, and principle of personality. Additionally, the principles of complementarity and identity are discussed, as well as the unity of opposites. For the specific case of the profession of soldiers, the necessity of defending freedom with a weapon in hand must be thoroughly justified. From these considerations, approaches to simplify the Bundeswehr emerge. One cannot avoid granting democratic commanders trust and freedom of action.

This study is an analysis of that unification from its beginning in July 1990 to the end of summer of 1993 when all applications for future service of former NVA officers and non-commissioned officers had been processed. Using numerous un-published sources and interviews, the author addresses the following areas: the organization used by the Bundeswehr and the political control exerted in the Takeover, the key decisions reached and the explanation of these decisions, the relationship of the Takeover to the new Army Structure 5 being implemented at the time, and the effect of the Takeover on the Bundeswehr's operational readiness, especially its ability to perform its new tasks identified in the spring 1991. The first scholarly study of the Takeover, this study focuses on 11 key decisions, made not only for military reasons, but also for political, economic, social, and psychological purposes. Overall, the Takeover was a success in light of the numerous goals it achieved while avoiding the outbreak of violence. The Bundeswehr achieved this success mainly because it relied on liberal democratic principles, including those comprising the unique German concept of Innere F^Duhrung (civic education and moral leadership). This book also provides an overall evaluation of the Takeover and contributes to theory-building on army amalgamations.

The empirical analysis draws on the cases of the German Bundeswehr (from the 1950s onwards), the Swedish Armed Forces (the transformation after the end of the Cold War), and the British Armed Forces (from the beginning of the twentieth century onwards). The book’s examination of these cases reveals that specific policies, institutions and practices are preferred because of their relation to liberalism. Since Samuel Huntington’s seminal book The Soldier and the State the literature on civil-military relations and military sociology depicts the relationship between liberal ideology and military security as intrinsically antithetical. This book is conceived as a critical debate with Huntington. Contrary to the notion of antithetical societal-military relationship, this book demonstrates that a meaningful adaptation of the military to the principles possessed by its parent society can be, more often than not, desirable also from the perspective of security strategy.
