Economic hardship, hunger, and debt combined to put them solidly behind the leaders. But between the people's expectations and the politicians' interpretation of what was needed to construct a new state lay a vast chasm. Olwen H. Hufton explores the responses of two groups of working women – those in rural areas and those in Paris – to the revolution's aftermath. Women were denied citizenship in the new state, but they were not apolitical. In Paris, collective female activity promoted a controlled economy as women struggled to secure an adequate supply of bread at a reasonable price. Rural women engaged in collective confrontation to undermine government religious policy which was destroying the networks of traditional Catholic charity. Hufton examines the motivations of these two groups, the strategies they used to advance their respective causes, and the bitter misogyinistic legacy of the republican tradition which persisted into the twentieth century.

Silberman offers a provocative explanation for the bureaucratic development of the modern state. The study of modern state bureaucracy has its origins in Max Weber's analysis of the modes of social domination, which Silberman takes as his starting point. Whereas Weber contends that the administration of all modern nation-states would eventually converge in one form characterized by rationality and legal authority, Silberman argues that the process of bureaucratic rationalization took, in fact, two courses. One path is characterized by permeable organizational boundaries and the allocation of information by "professionals." The other features well-defined boundaries and the allocation of information by organizational rules. Through case studies of France, Japan, the United States, and Great Britain, Silberman demonstrates that this divergence stems from differences in leadership structure and in levels of uncertainty about leadership succession in the nineteenth century. Silberman concludes that the rise of bureacratic rationality was primarily a response to political problems rather than social and economic concerns. This book proposes that the state we see today has developed over the past two centuries largely as a response to internal challenges emerging from the late empire. Well before the Opium War, Chinese confronted such constitutional questions as: How does the scope of political participation affect state power? How is the state to secure a share of societys wealth? In response to the changing demands of the age, this agenda has been expressed in changing language. Yet, because the underlying pattern remains recognizable, the modernization of the state in response to foreign aggression can be studied in longer perspective. The author offers three concrete studies to illustrate the constitutional agenda in action: how the early nineteenth-century scholar-activist Wei Yuan confronted the relation between broadened political participation and authoritarian state power; how the reformist proposals of the influential scholar Feng Guifen were received by mainstream bureaucrats during the 1898 reform movement; and how fiscal problems of the late empire formed a backdrop to agricultural collectivization in the 1950s. In each case, the author presents the "modern constitutional solution as only the most recent answer to old Chinese questions. The book concludes by describing the transformation of the constitutional agenda over the course of the modern period.
