Wir surfen jeden Tag ganz selbstverständlich im Internet, machen uns Gedanken über die Glaubwürdigkeit von Websites, streben nach immer schnelleren Verbindungen ins weltweite Datennetz, surfen online mit dem Handy, kaufen Bücher und CDs und recherchieren global nach unterschiedlichsten Informationen. Für den einzelnen User ist dabei die immer größer werdende Datenflut kaum noch zu überblicken und es fällt einem nicht leicht, die vielfältigen Informationen zu beurteilen und dementsprechend zu agieren. In diesem Zusammenhang und bei all unserem Handeln wird aber eine Tatsache gerne vergessen. Nicht alle Menschen auf dieser Erde sind Bestandteil der Informationsgesellschaft. Im Allgemeinen haben wir die Meinung, dass so gut wie jeder Bürger auf dieser Welt ein Teilnehmer der Informationsgesellschaft ist, was sich jedoch als Trugschluss herausstellt. Wir gehen von dieser falschen Tatsache aus, weil wir selber Teil dieser technisierten Gesellschaft sind und es damit auf alle anderen Personen übertragen. Jedoch müssen wir uns der Realität stellen und erkennen, dass es neben denen, die Teil der Informationsgesellschaft sind, auch diejenigen gibt, die nicht Teil davon sind und somit ausgeschlossen sind. Wenn man bedenkt, dass jeder zweite Mensch auf dieser Erde noch nie telefoniert hat, dann erkennt man die Teilung der Bevölkerung in zwei Teile. Es liegt also eine digitale Spaltung vor. Ziel dieser Studienarbeit soll es nun sein, die digitale Spaltung aus wissenschaftlicher, rechtlicher und ethischer Sicht zu betrachten.

Meister (2010, S.7) betont, dass in gegenwärtigen Gesellschaftsdiagnosen immer wieder auf den hohen gesellschaftlichen und kulturellen Einfluss von Informations- und Kommunikationstechnologien hingewiesen wird. Experten gehen aktuell davon aus, dass in spätestens zehn Jahren 95 Prozent der erwachsenen Bevölkerung in Deutschland, Europa und den USA das Internet und seine Dienste aktiv und regelmäßig nutzen (Münchener Kreis e.V., 2009, S. 14). Wenn man Medien wie Fernsehen, Radio oder Zeitschriften aufmerksam verfolgt, gibt es wohl keines, das nicht auf das Internet verweist, und plakative Werbekampagnen thematisieren kostengünstige Internet-Flatrates. Auf Basis dieser beispielhaft thematisierten Alltagswahrnehmungen könnte man den Schluss ziehen, dass heute eigentlich jeder "online" sein könnte, müsste und eigentlich auch sollte. Recherchiert man etwas intensiver, findet man aber u.a. die Initiative "geteilt.de", die sich als Interessenvertretung für Bürgerinnen und Bürger versteht, die "(...) über einen unzureichenden Zugang zum Internet verfügen und so vom gesellschaftlichen Leben zunehmend ausgeschlossen sind." (Initiative gegen digitale Spaltung, 2008, S.1) und die Überwindung der digitalen Spaltung fordert. Um gesellschaftliche Benachteiligungen in einem viel weiteren Sinne geht es in diversen empirischen Befunden der Sozialstrukturanalyse, die unabhängig vom Thema Internetzugang - zum Teil erhebliche soziale Ungleichheiten zwischen verschiedenen Bevölkerungsgruppen in Deutschland konstatieren. Es zwingen sich Fragen auf: Gibt es Zusammenhänge zwischen der sozialen Ungleichheit im Allgemeinen und der sog. "digitalen Spaltung" im Speziellen? Was genau ist überhaupt mit "digitaler Spaltung" gemeint? Und: Welche Fragestellungen könnten hier insbesondere für BildungswissenschaftlerInnen von Relevanz sein?

Außerdem werden die wichtigsten Initiativen und Strategien zur Unterstützung der Digitalisierung beider Länder beleuchtet. Die Auswahl dieser beiden Länder erfolgte auf Grundlage der Platzierung im DESI 2020: Finnland ist in diesem Jahr auf Platz 1 und Bulgarien auf Platz 28 der 28 EU-Länder. In einem anschließenden Vergleich zwischen Finnland und Bulgarien werden die Unterschiede zwischen dem bestplatzierten und letztplatzierten EU-Land in der Digitalisierung analysiert. Ziel der Arbeit ist die Veranschaulichung der digitalen Spaltung innerhalb der EU am Beispiel zweier Länder, die sich hinsichtlich der Entwicklung der Digitalisierung unterscheiden. Die in dieser Arbeit behandelte digitale Spaltung und Digitalisierung bezieht sich auf die Verbreitung und Nutzung von Informations- und Kommunikationstechnik aus einer europäischen Perspektive und fokussiert somit eine Operationalisierung der digitalen Spaltung, die auf einem fortschrittlichen Technologie- und Netzwerkniveau beruht.
