Some individuals leave their countries because political, social, and economic structures largely fail to provide protection. This book examines how communities respond to migrants who seek protection and security, where migration is perceived as a source of insecurity by many in that community. It finds that diaspora charity, besides serving traditional functions of helping the sick and destitute and supporting development in China, helped to build trust among dispersed hometown networks while challenging color boundaries in host societies by contributing to wider social causes. The book shows that charitable activities among the “Gold Rush” communities of the Pacific rim—a loosely integrated émigré network from Guangdong Province perhaps better known for its business acumen and hard work among English-speaking settler societies in North America and Australasia—also led the way with social innovations that helped to shape modern charity in China. Fitzgerald and Yip’s volume demonstrates that charity lay at the heart of community life among Chinese communities overseas. From remittances accompanying letters to contributions to benevolent organizations, emigrants transferred funds in many different ways to meet urgent requirements such as disaster relief while also contributing to long-term initiatives like building schools or hospitals. By drawing attention to diaspora contributions to their host societies, the contributors correct a common misunderstanding of the historical Chinese diaspora which is often perceived by host communities as self-interested or disengaged. Book excerpt: When Cuba’s centralized system for providing basic social services began to erode in the early 1990s, Christian and Afro-Cuban religious groups took on new social and political responsibilities. They began to work openly with state institutions on projects such as the promotion of Afro-Cuban heritage to encourage tourism, and community welfare initiatives to confront drug use, prostitution, and housing decay. In this rich ethnography, the anthropologist Adrian H. Hearn provides a detailed, on-the-ground analysis of how the Cuban state and local religious groups collaborate on community development projects and work with the many foreign development agencies operating in Cuba. Hearn argues that the growing number of collaborations between state and non-state actors has begun to consolidate the foundations of a civil society in Cuba. While conducting research, Hearn lived for one year each in two Santería temple-houses: one located in Old Havana and the other in Santiago de Cuba. During those stays he conducted numerous interviews: with the historian of Havana and the conservationist of Santiago de Cuba (officials roughly equivalent to mayors in the United States), acclaimed writers, influential leaders of Afro-Cuban religions, and many citizens involved in community development initiatives. Hearn draws on those interviews, his participant observation in the temple-houses, case studies, and archival research to convey the daily life experiences and motivations of religious practitioners, development workers, and politicians. Using the concept of social capital, he explains the state’s desire to incorporate tightly knit religious groups into its community development projects, and he illuminates a fundamental challenge facing Cuba’s religious communities: how to maintain their spiritual integrity and internal solidarity while participating in state-directed projects.

But how much is known about the African diaspora in East Asia and, in particular, within China, where race is such a politically sensitive topic? Based on multi-sited ethnographic research in China and Nigeria, Mapping the New African Diaspora in China explores a new wave of African migration to South China in the context of the expansion of Sino/African trade relations and the global circulation of racial knowledge. Indeed, grassroots perspectives of China/Africa trade relations are foregrounded through the examination of daily interactions between Africans and rural-to-urban Chinese migrants in various informal trade spaces in Guangzhou. These Afro-Chinese encounters have the potential to not only help reveal the negotiated process of mutual racial learning, but also to subvert hegemonic discourses such as Sino/African friendship and white supremacy in subtle ways. However, as Lan demonstrates within this enlightening volume, the transformative power of such cross-cultural interactions is severely limited by language barrier, cultural differences, and the Chinese state’s stringent immigration control policies. Book excerpt: Debates surrounding immigration, state-building, and civil society all center on the same underlying question: what determines belonging? In this study, I investigate how individuals—in particular modern-day Africans on the continent and in the diaspora—make choices about institutional affiliations, specifically religious groups. I propose a view of collective participation in religious communities as a basis of trust and belonging in African societies. My research uses surveys and original ethnographic data in a three-part approach. In the first chapter, I look at the religious, ethnic, and geographic contours of Ghana, and explore whether trust networks on these bases appear to be politically integrated in an even and equal way. Chapter 2 expands the assessment to a sample of 13 African nations, showing how religious identity in concert with education and party membership shapes grassroots interest in the political system. Chapter 3 returns to the case of Ghana, but this time using ethnographic data to look at how trust networks are built through religious participation. I use data from Accra as well as from the Ghanaian community in Chicago. In this chapter, I show that 1) individuals choose religious congregations as part of a search for new social ties, and 2) religious participation is one of the major ways—and for many the primary way—that they expand and deepen their trust networks. Thus, rather than declining in importance as modern culture spreads its influence, or being less salient for the elite urban classes, religious participation seems to be increasingly crucial and for those who have moved to the cities and overseas. While most studies of religious Africans have portrayed them as traditional, conservative, and passive in their receipt of missionization, in this study I propose a vision of religious Africans as modern and cosmopolitan agents who, within the bounds of certain structural constraints, work collectively to pursue professional and educational aspirations. Through their religious participation, they make choices about their individual futures and that of their societies, as do other growing transnational communities.

Yet little is understood about the motivations and contribution of those who return to their homeland to undertake entrepreneurial activity. The Diaspora and Returnee Entrepreneurship analyzes the role that the diaspora play when returning as entrepreneurs to their homeland. Nick Williams investigates "returnee entrepreneurs," or people who have moved away from their home country, lived as part of the diaspora, and later returned home to live, invest, or both. Based on exhaustive research, this book examines the motivations and activities of these returnee entrepreneurs coming back to challenging homeland economies. Williams draws on evidence from the post-conflict economies of Bosnia, Herzegovina, Kosovo, and Montenegro, all of which are characterized by relatively weak institutional environments. His analysis shows how return to complex environments is often not based on perceived profit opportunities but is due to an emotional attachment informing investment decisions. Exploring questions of isolation versus assimilation, institutional involvement, and personal networking, the book covers more than just the policy approaches that extract higher levels of remittances and studies broad and varied approaches being used by governments around the world, specifically those in post-conflict economies. Through an in-depth study of the dynamics of return and entrepreneurship, this book shows that concerted efforts need to be made to improve perceptions of state political institutions among the diaspora to secure further assimilation, investment, and prosperity. Williams proves that by understanding the challenges and opportunities associated with diaspora return entrepreneurship, more effective strategies can, and should, be put in place.
