Fuzzy logic (FL) provides the means to build systems that can reason linguistically under uncertainty like the human experts (common sense reasoning). Both NNs and FL I FR are among the most widely used tools for modeling unknown systems with nonlinear behavior. FL suits better when there is some kind of knowledge about the system. such as, for example, the linguistic information of a human expert. On the other hand. NNs possess unique learning and generalization capabilities that allow the user to construct very accurate models of nonlinear systems simply using input-output data. GAs offer an interesting set of generic tools for systematic random search optimization following the mechanisms of natural genetics. In hybrid Computational Intelligence - based systems these three tools (NNs, FL, GAs) are combined in several synergetic ways producing integrated tools with enhanced learning, generalization. universal approximation. reasoning and optimization abilities.

The acquisition and processing of such signals play an important role in clinical routines. They are usually considered as major indicators which provide clinicians and physicians with useful information during diagnostic and monitoring processes. In some applications, the purpose is not necessarily medical. It may also be industrial. For instance, a real-time EEG system analysis can be used to control and analyze the vigilance of a car driver. In this case, the purpose of such a system basically consists of preventing crash risks. Furthermore, in certain other appli- tions,asetof biosignals (e. g. ECG,respiratorysignal,EEG,etc. ) can be used toc- trol or analyze human emotions. This is the case of the famous polygraph system, also known as the “lie detector”, the ef ciency of which remains open to debate! Thus when one is dealing with biosignals, special attention must be given to their acquisition, their analysis and their processing capabilities which constitute the nal stage preceding the clinical diagnosis. Naturally, the diagnosis is based on the information provided by the processing system.

Various European Directives already provide a framework for the control of aquatic substances, the quality of bathing, surface and drinking water and effluent control. Such regulatory measures are closely related to analytical measurements. In order to comply with these regulations on a permanent basis, treatment plants and distribution companies, as well as water users and polluters, need to implement automated measuring techniques, such as sensors and other analytical tools in continuous or sequential mode to obtain suitable alarm systems and facilitate the management of water resources and decision making processes. This approach is in continuous evolution within the European Union. In view of the consequences of wrong measurements, it is vital that reliable quality control systems be achieved and maintained. At present, only a small range of analytical parameters can be measured automatically, it is therefore necessary to develop and validate new methods to extend the list of parameters. The development of new methodologies requires that the most recent know-how in fields such as optics, electrochemistry, biochemistry, chemometrics and others be shared by experts. In order to identify possible actions to be undertaken in the field of standards, measurements and testing for monitoring water quality, the Standards Measurements and Testing (SMT) Programme of the European Union, organised a European workshop that was held in Nancy 29-31 May 1997. This workshop bought together researchers and industrial users with the aim to make an overview of the present state-of-the-art, to consider possible improvements in existing techniques and the need and possibilities of developing new advanced technologies.
