This report addresses the extent to which (1) DHS and four selected components have implemented recruiting and hiring strategies to fill MCOs, and (2) DHS has assessed these efforts. To conduct its work, GAO reviewed recruiting strategies and data on MCO hiring and losses, and interviewed officials from OCHCO and the four DHS components selected for this review based on their varieties of MCOs and recruiting strategies. Information from these components cannot be generalized to all of DHS, but provides insights. "

Office of Inspector General and published by . This book was released on 2017 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department, U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE) are facing significant challenges in identifying, recruiting, hiring, and fielding the number of law enforcement officers mandated in the Executive Orders. Neither CBP nor ICE could provide complete data to support the operational need or deployment strategies for the additional 15,000 additional agents and officers they were directed to hire. Although DHS has established plans and initiated actions to begin an aggressive hiring surge, in recent years the Department and its components have encountered notable difficulties related to long hire times, proper allocation of staff, and the supply of human resources. Proper workforce planning is needed to ensure correct staffing levels, ratios, and placements, and to guide targeted recruitment campaigns. Conversely, inadequate workforce planning will likely undermine the ability of CBP and ICE to achieve hiring mandates and perform mission essential duties and functions.

Book excerpt: DHS is the third-largest cabinet-level department in the federal government, with over 230,000 employees doing diverse jobs. To fulfill its complex mission, DHS's workforce must have the necessary skills and expertise. GAO previously reported on DHS's hiring and recruiting efforts. GAO was asked to assess DHS's training practices. This report addresses (1) the extent to which DHS has documented processes to evaluate training and reliably capture costs and (2) the extent to which DHS measures the performance of its leader development programs. To conduct its work, GAO reviewed documented training evaluation processes, training cost data from fiscal year 2011 through fiscal year 2013, and leadership training programs. GAO also interviewed training officials at the department level and at the five DHS components selected for this review about their varieties of training and development programs. Information from these components cannot be generalized to all of DHS, but provides insights.

To prepare for a potential retirement wave, Federal agencies will likely increase their entry-level hiring to rebuild the pipeline from entry-level positions through the journey-level and beyond. Given this context, it is important to assess how well the Federal hiring process is working, particularly in terms of the Government¿s ability to recruit entry-level new hires from all segments of society and select employees on the basis of merit after fair and open competition. The recommendations in this report focus on how to improve entry-level hiring efforts while also protecting merit. Illustrations.
