Available in PDF, EPUB and Kindle. Book excerpt: Decentralization as a method for tackling regional disparities has been implemented in countries throughout the world in the last two decades. Some scholars have noticed that decentralization is a multi-dimensional concept. However, there is still no consensus about the dimensions’ selection. In this book, based on the measurable and comparable principles, the relationships between three dimensions of fiscal, administrative and welfare decentralization are considered, and the evolution of regional inequalities in OECD countries and in China are explored. Economic data of 26 OECD countries (17 relatively rich countries, and 9 relatively poor ones) during the period from 1996 to 2009 was used to formulate regression models. It was found that fiscal decentralization, especially the decentralizing of tax authorities in relatively backward countries, has been associated with a significant rise in regional disparities. Moreover, according to the statistical results for the countries in the sample, welfare centralization and suitable local government size can lead to a reduction in regional disparities. In the case of China, data analysis and institutional one were paired in order to assess the dynamic relationships between decentralization and regional disparities (from the three dimensions mentioned above). An unstable, nonstandard and asymmetrical fiscal decentralization system directly results in regional disparities, which can be strengthened by a highly decentralized public service delivery system. In addition, rigid government size, segmented government structures and ‘yardstick’ competition mechanisms (used for creating competition among local governments) hinder coordination and cooperation in and among regions, and further exacerbate regional disparities.

Compared with the more top-down, centrally orchestrated approaches of Western European countries, US cities and, to a lesser degree, states, take the lead, spurred on by developers and those with interest in rent. This bottom-up policy creates conflict as one city battles with another for new investments and as real estate developers fight over the spoils, resulting in highly contentious politics. In The Politics of Urban and Regional Development and the American Exception, Cox addresses the question of why US policy is so unique. In doing so, he illustrates the essential characteristics of American regional development through a series of case studies including housing politics in Silicon Valley; the history of the Dallas–Fort Worth International Airport; and a major redevelopment project that was rebuffed in Columbus, Ohio. Cox contrasts these examples with Western Europe’s tradition of centralized governmental involvement and stronger labor movements that historically have been more concerned with creating what he calls “the good geography” than profits for developers, whatever the shortfalls in policy outcomes might be. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.
