This book is written by a set of experts who have been working long on reducing various aspects of human deprivations in Asia. It begins with a discussion of the massive dimensions of deprivations that continue to exist in Asia. Although many countries have adopted inclusive growth strategies to enable the benefits of growth to reach the poor, much more needs to be done to make growth processes more broad based and beneficial to all. The book points to essential action needed to bring this about. The book also emphasizes the crucial role of determined, target driven public action if Asia’s deprived populations are to see substantial improvement in their lives. Practical measures to tackle problems of hunger, unemployment, gender discrimination, ill health, lack of quality basic education, inadequate access to clean water and basic sanitation are each discussed. The problems of the urban poor and migrants who continue to flock to Asia’s cities are also highlighted. The book also emphasizes the need for an appropriate environment for public action to succeed including strong participatory institutions, effective governance, social protection and regional cooperation.

Book excerpt: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. The report notes Cambodia the Lao People?s Democratic Republic and Mongolia have achieved this target in the Western Pacific Region. However maternal mortality remains higher than the Sustainable Development Goal (SDG) target in five countries in the Region. WHO has developed evidence-based maternal health recommendations for reducing maternal mortality and morbidity. This review compares national guidelines and protocols implementation and health system standards to WHO recommendations for eight countries that account for 96% of maternal deaths in the Western Pacific Region.
