Increasing demand for water has been identified as one of four major factors that will threaten human and ecological health over the next generation. As public health, development, economy and nature suffer, ensuring access to clean water is rising towards the top of government agendas. Water resources management is the aggregate of policies and activities used to provide clean water to meet human needs across sectors and jurisdictions and to sustain the water-related ecological systems upon which we depend. Knowledge that is crucial for water management is distributed across governments, non-governmental organizations and the water users themselves. In most circumstances, water management aims to address the interests of and integrate usage across hydrologically meaningful units, such as watersheds. Some management aspects, however, such as transboundary flows across multiple basins and inter-basin water transfers via channels or virtual water, may necessitate a broader geographical scope. Public participation aims actively to increase attention to and inclusion of the interests of those who are usually marginalized, e.g. politically disenfranchised minorities or poor people indirectly affected by water management. In this book, the authors identify successful mechanisms, approaches and practices for promoting public involvement in water resources management, including both conventional approaches and those based on information technology.

The full colour, glossy report was intended as a SADC contribution to the United Nations summit on Sustainable Development in Johannesburg in 2002, and to the New Partnership for Africa's Development. The report provides a framework for the sustainable management of water resources, and presents solutions for long-term protection and appropriate utilisation of water in the counties of the region ? the DRC, Angola, Tanzania, Zambia, Malawi, Zimbabwe, Mozambique, Namibia, Botswana, Swaziland, Lesotho and South Africa. Some key messages that pervade the report are: firstly that the effective and sustainable utilisation and management of water resources are essential prerequisites for sustaining all forms of life and livelihoods, and for fostering overall socio-economic development and poverty reduction in the region; and that moreover, sustainable water resources management must be balanced between the short-term needs of the people and their human development, and the protection of the natural resource base and environment.

Clearly, a nexus-approach to resource policy, planning and practice is essential if sustainable development goals are to be met. In particular, in an era of climate change, an integrated approach to water, energy and agriculture is imperative. Agriculture accounts for 70% of global water withdrawals, food production accounts for 30% of global energy use and a rising global population requires more of everything. As shown in this collection, scholars of resource development, governance and management are ‘nexus sensitive’, utilizing a sort of ‘nexus sensibility’ in their work as it focuses on the needs of people particularly, but not only, in the global South. Importantly, a nexus-approach presents academics and practitioners with a discursive space in which to shape policy through research, to deepen and improve understandings of the interconnections and impacts of particular types of resource use, and to critically reflect on actions taken in the name of the ‘nexus’.
