The facility was in use for over 30 years for plutonium operations varying from dry metallurgical processes to wet (solution) recovery processes. To date approximately 3400 square meters of floor surface have been decontaminated to permit re-use for nonplutonium work. Approximately 330 square meters of concrete surfaces required scarifying the contamination after all other attempts such as detergents and acid solutions had proven ineffective. The uses of hand-held and floor type pneumatic scarifiers are described as well as an inexpensive but effective contamination containment chamber built at Los Alamos for use with the hand-held model. Contamination control, waste handling, manpower requirements, and cost are documented for the techniques used at LASL.

Book excerpt: The Los Alamos National Laboratory (LANL) is a research and development facility in northern New Mexico, owned by the federal government and operated for the US Department of Energy (DOE) by the University of California (UC). LANL conducts research and experiments in many arenas including plutonium. Its plutonium facilities are required to meet the facility design and safety criteria of applicable DOE orders as specified in the UC contract. Although DOE 420.1, Facility Safety, superseded DOE 6430.1A, General Design Criteria, the UC contract requires LANL to adhere to DOE 6430.1A, Division 13 in its special nuclear facilities. A comparison of costs and savings relative to installation of double-wall piping at two LANL plutonium facilities is demonstrated. DOE 6430.1A is prescriptive in its design criteria whereas DOE 420.1 is a performance-based directive. The differences in these orders impact time and design costs in nuclear construction projects. LANL's approach to integrated quality and conduct of operations for design, needs to be re-evaluated. In conclusion, there is a need for highly-technical, knowledgeable people and an integrated, quality/conduct of operations-based approach to assure that nuclear facilities are designed and constructed in a safe and cost-effective manner.

The bulk of this activity occurs at Technical Area -55 (TA-55), the nations only operable plutonium facility. TA-55 has developed and demonstrated a number of technologies that significantly minimize waste generation in plutonium processing (supercritical CO2, Mg(OH)2 precipitation, supercritical H2O oxidation, WAND), disposition of excess fissile materials (hydride-dehydride, electrolytic decontamination), disposition of historical waste inventories (salt distillation), and Decontamination & Decommissioning (D & D) of closed nuclear facilities (electrolytic decontamination). Furthermore, TA-55 is in the process of developing additional waste minimization technologies (molten salt oxidation, nitric acid recycle, americium extraction) that will significantly reduce ongoing waste generation rates and allow volume reduction of existing waste streams. Cost savings from reduction in waste volumes to be managed and disposed far exceed development and deployment costs in every case. Waste minimization is also important because it reduces occupational exposure to ionizing radiation, risks of transportation accidents, and transfer of burdens from current nuclear operations to future generations.

Book excerpt: From 1982 through 1987, Los Alamos National Laboratory (LANL) performed surety laboratory operations for the U.S. Army Medical Research and Development Command (MRDC). Room 4009 in building SM-29, TA-3, was used as the laboratory for work with the following chemical surety material (CSM) agents: sarin (GB), soman (GD), lewisite (L), and distilled mustard (HD) radio-labelled with H[sup 3] or C[sup 14]. The work was confined to three CSM-certified fume hoods, located in room 4009 (see diagram in Appendix C). The laboratory ceased all active operations during the late 1986 and early 1987 period. From 1987 until 1993 the laboratory was secured and the ventilation system continued to operate. During late 1992, the decision was made to utilize this laboratory space for other operations, thus a decision was made to dismantle and reconfigure this room. LANL sub-contracted Battelle Memorial Institute (BMI) to draw upon the CSM experience of the technical staff from the Hazardous Materials Research Facility (HMRF) to assist in developing a decontamination and decommissioning plan. BMI was subcontracted to devise a CSM safety training course, and a sampling and air monitoring plan for CSM material to ensure personnel safety during all disassembly operations. LANL subcontracted Johnson Controls personnel to perform all disassembly operations. Beginning in early 1993 BMI personnel from the HMRF visited the laboratory to develop both the safety plan and the sample and air monitoring plan. Execution of that plan began in September 1993 and was completed in January 1994.

The management of the Plutonium Facility is supporting the development of a computer model of the facility as a means of effectively integrating the large amount of information required for material control, process planning, and facility development. The model is designed to provide a flexible, easily maintainable facility description that allows the faciltiy to be represented at any desired level of detail within a single modeling framework, and to do this using a model program and data files that can be read and understood by a technically qualified person without modeling experience. These characteristics were achieved by structuring the model so that all facility data is contained in data files, formulating the model in a simulation language that provides a flexible set of data structures and permits a near-English-language syntax, and using a description for unit processes that can represent either a true unit process or a major subsection of the facility. Use of the model is illustrated by applying it to two configurations of a fictitious nuclear material processing line.
