Book excerpt: Since approximately 55% of the electrical power produced in the U.S. is generated by coal-based power utility plants, there is serious concern about the massive amounts of coal combustion products emitted into the atmosphere annually. Furthermore, Title III of the 1990 Clean Air Act Amendments (CAAA) requires the measurement and inventory of a possible 189 hazardous air pollutants (HAPs) from any stationary source producing more than 10 tons per year of any one pollutant or more than 25 tons per year of total pollutants. Although power utilities are not presently included on the list of source categories, the CAAA requires the U.S. Environmental Protection Agency to carry out a study of emissions from electricity generation using fossil fuels. Since many of these HAPs are known to be present in coal derived flue gas, coal-fired electric power utilities may be subject to regulation following these studies if Congress considers it necessary. In a cooperative effort with the U.S. Environmental Protection Agency (EPA), the U.S. Department of Energy (DOE) through its Federal Energy Technology Center (FETC) initiated such a study in 1991. DOE-FETC commissioned five primary contractors to conduct emission studies at eight different coal-fired electric utilities. The eight sites represented a cross section of feed coal type, boiler designs, and particulate and gaseous pollutant control technologies. The major goal of these studies was to determine the sampling and analytical methodologies that could be used efficiently to perform these emission tests while producing representative and reliable emission data. The successful methodology could then be recommended to the EPA for use in compliance testing in the event the regulation of air toxic emissions from coal-fired power plants is implemented. A secondary purpose of the testing was to determine the effectiveness of the control technologies in reducing target hazardous air pollutants. Advanced Technology Systems, Inc. (ATS) as a secondary DOE contractor on this project, assessed the sampling and analytical plans and the emission reports of the five primary contractors to determine how successful the contractors were in satisfying their defined objectives. ATS identified difficulties and inconsistencies in a number of sampling and analytical methodologies in these studies. In particular there was uncertainty as to the validity of the sampling and analytical methods used to differentiate the chemical forms of mercury observed in coal flue gas. Considering the differences in the mercury species with regard to human toxicity, the rate of transport through the ecosystem and the design variations in possible emission control schemes, DOE sought an accurate and reliable means to identify and quantify the various mercury compounds emitted by coal-fired utility boilers. ATS, as a contractor for DOE, completed both bench- and pilot-scale studies on various mercury speciation methods. The final validation of the modified Ontario-Hydro Method, its acceptance by DOE and submission of the method for adoption by ASTM was a direct result of these studies carried out in collaboration with the University of North Dakota's Energy and Environmental Research Center (UNDEERC). This report presents the results from studies carried out at ATS in the development of analytical methods to identify and quantify various chemical species, particularly those of mercury, in coal derived flue gas. Laboratory- and pilot-scale studies, not only on mercury species, but also on other inorganics and organics present in coal combustion flue gas are reported.

Coal-fired power plants in the United States, with the capacity of just over 300GW, are the greatest anthropogenic source of mercury emissions. Mercury exists in coal combustion flue gas in a variety of forms depending on the coal type and combustion conditions; i.e., elemental, oxidized and particulate. Particulate mercury in the flue gas can be removed using air pollution control devices such as electrostatic precipitators and fabric filters. Oxidized mercury is easily captured by wet flue gas desulfurization scrubbers, while gaseous elemental mercury passes through the scrubbers readily. Activated carbon, when injected into the gas stream of coal-fired boilers, is effective in capturing both elemental and oxidized mercury through adsorption processes. However, the mechanism by which mercury adsorbs on activated carbon is not exactly known and its understanding is crucial to the design and fabrication of effective capture technologies for mercury. The objective of the current study is to apply theoretical-based cluster modeling to examine the possible binding mechanism of mercury on activated carbon. The effects of activated carbon's different surface functional groups and halogens on elemental mercury adsorption have been examined. Also, a thermodynamic approach is followed to examine the binding mechanism of mercury and its oxidized species such as HgCl and HgCl2 on a simulated carbon surface with and without Cl. Energies of different possible surface complexes and possible products are compared and dominant pathways are determined relatively. Since different methods are employed to capture varying forms of mercury, understanding mercury speciation during combustion and how the transformations occur between different forms is essential to developing an effective control mechanism for removing mercury from flue gas. In this study, homogeneous oxidation of mercury via chlorine is examined experimentally in a simulated flue gas environment. Mercury and chlorine are introduced into a laminar premixed methane-air flame. Cooled flue gas is sampled and sent to a custom-built electron ionization quadrupole mass spectrometer specially designed for mercury measurement on the order of parts per billion (ppb) in flue gas. The use of a mass spectrometer allows for distinguishing between the different forms of oxidized mercury (Hg+, Hg+2). By directly measuring mercury species accurately, one can determine the actual extent of mercury oxidation in the flue gas, which will aid in further developing mercury control technologies.

Laboratory analysis of time-integrated samples will be used to obtain chemical speciation of ambient PM composition and mercury in precipitation. Near-real-time measurements will be used to measure the ambient concentrations of PM mass and all gaseous species including Hg° and RGM. Approximately of 18 months of field data will be collected at the SAM site to validate the proposed regional model simulations for episodic and seasonal model runs. The ambient air quality data will also provide mercury, arsenic, and fine particulate matter data that can be used by Ohio Valley industries to assess performance on multi-pollutant control systems. The scope of work for the modeling analysis will include (1) development of updated inventories of mercury and arsenic emissions from coal plants and other important sources in the modeled domain; (2) adapting an existing 3-D atmospheric chemical transport model to incorporate recent advancements in the understanding of mercury transformations in the atmosphere; (3) analyses of the flux of Hg°, RGM, arsenic, and fine particulate matter in the different sectors of the study region to identify key transport mechanisms; (4) comparison of cross correlations between species from the model results to observations in order to evaluate characteristics of specific air masses associated with long-range transport from a specified source region; and (5) evaluation of the sensitivity of these correlations to emissions from regions along the transport path. This will be accomplished by multiple model runs with emissions simulations switched on and off from the various source regions. To the greatest extent possible, model results will also be compared to field data collected at other air monitoring sites in the Ohio Valley region, operated independently of this project. These sites may include (1) the DOE National Energy Technologies Laboratory's monitoring site at its suburban Pittsburgh, PA facility; (2) sites in Pittsburgh (Lawrenceville) PA and Holbrook, PA operated by ATS; (3) sites in Steubenville, OH and Pittsburgh, PA operated by U.S. EPA and/or its contractors; and (4) sites operated by State or local air regulatory agencies. Field verification of model results and predictions will provide critical information for the development of cost effective air pollution control strategies by the coal-fired power plants in the Ohio River Valley region.

The project specifically targets the control of mercury, the trace element under close scrutiny by the EPA. Due to the various forms of mercury emissions from coal-fired boilers, accurate mercury speciation measurements are required to develop mercury control strategies. Current uncertainty in the accuracy and mercury speciation capability of mercury sampling methods led B & W to use both EPA Method 29 and the Ontario Hydro procedures to measure mercury emissions from CEDF pollution control devices. A comparison of the speciated mercury emissions is presented.

The overall objective of the test program is to determine whether EPA Method 29 or other sampling methods can reliably quantify and speciate mercury in flue gas from coal-fired boilers at both the inlet and outlet of a particulate control device such as a pulse-jet baghouse. A specific goal of the project is to determine the precision and bias of the various mercury speciation methods as a function of process variables.

Mercury was used extensively at the DOE facilities in Oak Ridge, Tennessee from 1950 to 1963 in the process of making lithium deuteride, a component of nuclear weapons. Although both the inorganic and organometallic forms of mercury are toxic to humans, the organic compounds are often more toxic. Since the toxicity of mercury is a function of its chemical form, an understanding of the interactions between commercially discharged mercury, naturally occurring mercury, and the environment in which they are present is vital. In this report, the authors have been investigating gas chromatography/mass spectrometry (GC/MS) for the analysis of both the organometallic and inorganic forms of mercury in the same environmental sample (e.g., solutions, soils, and sludges). Although gas chromatography is the classical technique for analyzing organic molecules, (e.g., organometallic compounds) little has been done on the analysis of inorganic compounds. In a previous publication, the authors described how a solid phase microextraction (SPME) fiber could be used to sample organomercurials from aqueous samples. An alkylation reaction was then carried out to transform chemically mercury nitrate into dimethylmercury; subsequent GC/MS analysis of this compound permitted quantification of the inorganic constituent. Subsequently, several different alkylation reagents have been synthesized that methylate any inorganic mercury compound to methylmercury iodide. Here, the authors report results on alkylation reaction time and the effect of pH on the population of the product.

Process models were developed to account for heterogeneous reactions because of the presence of fly ash as well as the deliberate addition of particles to promote Hg oxidation and adsorption. Quantum modeling was used to obtain estimates of the kinetics of heterogeneous reactions. Based on the initial findings of this study, additional work was performed to ascertain the potential of using inexpensive inorganic sorbents to control mercury emissions from coal-fired power plants without adverse impact on the salability fly ash, which is one of the major drawbacks of current control technologies based on activated carbon.

This work has made considerable progress in improving the understanding of mercury emissions and their behavior, but inconsistencies and unexpected results have also shown that a better understanding of mercury chemistry is needed. To develop a more complete understanding of where additional research on mercury chemistry is needed, the U.S. Department of Energy (DOE) asked Argonne National Laboratory (Argonne) to conduct a critical review of the available information as reported in the technical literature. The objectives were to summarize the current state of the art of chemistry knowledge, identify significant knowledge gaps, and recommend future research to resolve those gaps. An initial evaluation of potential review topics indicated that the scope of the review would need to be limited and focused on the most important topics relative to mercury control. To aid in this process, Argonne developed a brief survey that was circulated to researchers in the field who could help identify and prioritize the many aspects of the problem. The results of the survey were then used to design and guide a highly focused literature search that identified key papers for analysis. Each paper was reviewed, summarized, and evaluated for the relevance and quality of the information presented. The results of that work provided the basis for conclusions regarding the state of knowledge of mercury chemistry and recommendations for further research. This report begins by summarizing the survey process and describing how the results were used to shape the critical review. Analyses of information obtained from the various publications are presented chronologically, beginning with the earliest relevant publication found and concluding with the end of the review in early 2003. Finally, the conclusions and recommendations for future research are presented. The survey instrument is included in Appendix A, while detailed information on each of the publications reviewed is given in Appendix B.

Book excerpt: Concerns over emissions of hazardous air Pollutants (air toxics) have emerged as a major environmental issue, and the authority of the US Environmental Protection Agency to regulate such pollutants was greatly expanded through the Clean Air Act Amendments of 1990. Mercury has been singled out for particular attention because of concerns over possible effects of emissions on human health. This report evaluates available published information on the mercury content of coals mined in the United States, on mercury emitted in coal combustion, and on the efficacy of various environmental control technologies for controlling airborne emissions. Anthracite and bituminous coals have the highest mean-mercury concentrations, with subbituminous coals having the lowest. However, all coal types show very significant variations in mercury concentrations. Mercury emissions from coal combustion are not well-characterized, particularly with regard to determination of specific mercury compounds. Variations in emission rates of more than an order of magnitude have been reported for some boiler types. Data on the capture of mercury by environmental control technologies are available primarily for systems with electrostatic precipitators, where removals of approximately 20% to over 50% have been reported. Reported removals for wet flue-gas-desulfurization systems range between 35 and 95%, while spray-dryer/fabric-filter systems have given removals of 75 to 99% on municipal incinerators. In all cases, better data are needed before any definitive judgments can be made. This report briefly reviews several areas of research that may lead to improvements in mercury control for existing flue-gas-clean-up technologies and summarizes the status of techniques for measuring mercury emissions from combustion sources.

Book excerpt: With the Nation's coal-burning utilities facing the possibility of tighter controls on mercury pollutants, the U.S. Department of Energy is funding projects that could offer power plant operators better ways to reduce these emissions at much lower costs. Mercury is known to have toxic effects on the nervous system of humans and wildlife. Although it exists only in trace amounts in coal, mercury is released when coal burns and can accumulate on land and in water. In water, bacteria transform the metal into methylmercury, the most hazardous form of the metal. Methylmercury can collect in fish and marine mammals in concentrations hundreds of thousands times higher than the levels in surrounding waters. One of the goals of DOE is to develop technologies by 2005 that will be capable of cutting mercury emissions 50 to 70 percent at well under one-half of today's costs. ADA Environmental Solutions (ADA-ES) is managing a project to test mercury control technologies at full scale at four different power plants from 2000-2003. The ADA-ES project is focused on those power plants that are not equipped with wet flue gas desulfurization systems. ADA-ES has developed a portable system that will be tested at four different utility power plants. Each of the plants is equipped with either electrostatic precipitators or fabric filters to remove solid particles from the plant's flue gas. ADA-ES's technology will inject a dry sorbent, such as activated carbon, which removes the mercury and makes it more susceptible to capture by the particulate control devices. A fine water mist may be sprayed into the flue gas to cool its temperature to the range where the dry sorbent is most effective. PG & E National Energy Group is providing two test sites that fire bituminous coals and both are equipped with electrostatic precipitators and carbon/ash separation systems. Wisconsin Electric Power Company is providing a third test site that burns Powder River Basin (PRB) coal and has an electrostatic precipitator for particulate control. Alabama Power Company will host a fourth test at its Plant Gaston, which is equipped with a hot-side electrostatic precipitator and a downstream fabric filter. During the eleventh reporting quarter, progress was made on the project in the following areas: (1) All Test Sites--Final reports for Gaston and Pleasant Prairie are complete and have been issued; and Ongoing data and sample analysis is nearly complete as well as work on the final reports. (2) Technology Transfer--A number of technical presentations and briefings were made during the quarter. Several papers were presented at the MEGA Symposium in Washington DC.
