Book excerpt: "This Staff Group Trainer (SGT) project was a research and development effort sponsored by the U.S. Army Research Institute for the Behavioral and Social Sciences in coordination with the Force XXI Training Program. As a follow-on effort to the previous SGT project, the goal was to refine a brigade-level staff training program to more effectively and efficiently coordinate the activities within and between the individual staff sections in the brigade command post. The program was designed to deliver training to newly formed, inexperienced staffs conducting the staff functions that support the military decision-making process within the execution phase of the brigade area defense mission. Program design and development were based upon lessons learned from the previous SGT effort, structured design methodology, instructional systems design techniques, adult learning principles, as well as team and mental model research. The refined training program further demonstrated the capability of structured, computer-driven, collective staff training. It advanced the techniques for development of structured staff training and integration of technology into the training process. The program incorporated innovative features including automated performance measures and structured feedback. This report provides details on the SGT background, design concept, technology development process, training support package development process, formative evaluation techniques, lessons learned, and conclusions."--Stinet.

These training refinements were made to a prototype staff training package described in the report Prototype Staff Training and Evaluation Methods for Future Forces, Throne et al., 1999. The training refinements were implemented in a simulation-based experiment examining the impact of digital systems on Future Battle Command at the battalion and brigade level. This report focuses on the training support package designed to improve performance of staffs using advanced command, control, communications, computer, and intelligence (C4I) systems. Documentation is provided on the analysis, design and development of four staff training products developed under this effort: a Surrogate Command, Control, Communications, and Computers (SC4) System Demonstration, Digital Staff Drills, Team Training Sessions (TTSs) and TTSs Trainer Guide, and refinements to Tactical Decision-Making Exercises (TDXs). The formative evaluation is described for those products with survey results and project team Observations reported by product type. Lessons learned on future staff training are documented and may help direct the Army's effort to develop command and staff training support packages (TSPs) for future forces."--Stinet.

Two main questions persist: who benefits from particular policies focused on quality? And what are the potential tradeoffs between a focus on quality, equitable distribution of education, and inclusion of various traditional expectations? This book explores notions of quality as understood within various systems of national, formal, and nonformal education. Also it considers the tensions that arise with the introduction of new standardized notions of quality in relation to international measures and educational reforms in developing countries. In all cases, specific national issues and concerns compete with global agendas.Challenges to quality that are given particular attention in the book chapters include changing definitions of quality, high expectations for education and issues with implementation, and the introduction of English as a means to achieve quality in a globalizing world.
