Often alternative investment strategies can accomplish the agencies' target objectives. If the goal is to achieve the target objectives at the minimum cost, an approach is needed to assist agencies in identifying investment strategies capable of meeting the targets while minimizing costs. The approach used by the agency should not be limited to an analytical method to mathematically solve the funding allocation problem. Finding mechanisms to ensure the sustainability and efficiency of the investment strategy over time is a great challenge that needs to be addressed by the approach. The challenge is even greater for local agencies where resources are usually limited. This research develops a multi-objective strategic management approach oriented to improving decisions for pavement management practices in local agencies. In this approach, target objectives are tied to key pavement network parameters in the management process. A methodology to identify the best combination of projects to meet target objectives at the minimum cost while maximizing treatment effectiveness is provided as a result of the research. Concepts from the pavement management program (PMP) of the Metropolitan Transportation Commission (MTC) of the San Francisco Bay Area were used as a basis for developing the methodology. Four pavement network parameters are considered for setting the target objectives over the agency's planning horizon: the average network pavement condition index (PCI), average network remaining life, percent of the pavement network in good condition, and percent of the pavement network in poor and very poor condition. Results from a case study show that funding allocation methods influence the allocation of preservation and rehabilitation funds among pavement network groups, affecting budget estimates and future condition of the pavement network. It is also concluded that the use of mechanisms that facilitate data integration and the flow of knowledge across management levels can contribute to making better informed decisions. Hence, the adoption of the multi-objective strategic pavement management approach developed in this dissertation should lead to identifying more efficient investment strategies for achieving the pavement network state desired by a local agency at a minimum cost.

Implementing pavement management process can help local agencies to make the best decision regarding road investments. In this study, pavement management is comprised of two main parts. At the network level, the macroscopic model is adopted where each decision variables represents a specific proportion of the asset network. For each decision variable, future condition prediction models are developed. An annual budget scenario can be analyzed with the flexibility to vary the treatment unit costs, allowable treatments, treatment average life and the span of the analysis period. At the project level, the microscopic model is implemented to generate a detailed work plan based on the results from network level part. Also culverts are of the crucial parts of transportation assets and their failures can jeopardize the ecosystem and result in accidents. Inspecting and developing a management system can help agencies to better understand the current and future condition. In this thesis for a given budget level, the corresponding performance of the asset network is determined using the linear programming optimization with the objective of average network condition maximization. The optimization model consists of an asset deterioration model. The deterioration rates are predicted based on the historical condition data using the Markov model. Then, the results from linear programming used to provide users with a detailed work plan.

Book excerpt: Methodical maintenance and renewal of infrastructure systems is critical due to the rapid deterioration of infrastructure assets under increasing loads and environmental effects and the scarcity of resources allocated for their preservation. A crucial step in pavement management is the formation and prioritization of maintenance and rehabilitation (M&R) projects that compete for limited funding for inclusion in the agency's multiyear pavement management plan (PMPs). In general, many highway agencies perform this task subjectively, and thus a more rational and objective approach is desired to produce sound and justifiable PMPs. Specifically, such methodology should take into account the multiple factors that are considered by engineers in prioritizing M&R projects. This research addresses this need by developing a methodology for use by the Texas Department of Transportation (TxDOT) in preparing their four-year PMPs. Several key decision factors were considered and TxDOT decision makers were surveyed to weigh these factors as to their influence on prioritizing M&R projects. These were then used to develop a priority score for each candidate M&R project. Since TxDOT collects and stores data for individual 0.5-mile pavement sections, these sections must be grouped in a logical scheme to form realistic candidate M&R projects. The incremental benefit-cost analysis was performed on the candidate M&R projects to identify a set of M&R projects that maximizes network's priority score under budgetary constraint. Future pavement condition was projected using performance prediction models and the process is repeated throughout the planning horizon to produce a multi-year pavement management plan. Data from Bryan district, which consists of 7,075 lane-miles of roadway, were used to develop and validate the PMP methodology. Comparison with the actual PMP (produced by TxDOT) shows some disagreements with the PMP generated by the methodology though the latter was shown to produce more cost-effective and defendable pavement management plans. Since the methodology is founded on TxDOT engineers' decision criteria and preferences, they can be assured that the PMPs produced by this methodology are in line with their goals and priorities. Book excerpt: State Departments of Transportation (DOTs) are trying to utilize the best practices of managing low-volume roads (LVRs) due to limited resources and declined transportation funding. Diverse maintenance practices and fluctuating budget allocations are noticed on LVRs which significantly impact the overall pavement performance. In this study, the optimal scheduling of maintenance strategies and effectiveness of treatment options are investigated. Pavement maintenance decision making is supported by three approaches: subjective judgment of pavement engineers; historical data on past practice (i.e., historical pavement performance plots); and optimization-based procedures. The three approaches are integrated using a pavement management data of Colorado LVRs to provide guidelines and recommendations for Colorado DOT (CDOT) and other transportation agencies. The accumulated field experience of Colorado DOT’s pavement engineers is highlighted through a regional survey of practice. In addition, the effectiveness of low-cost treatments on the individual pavement distresses is evaluated using historical values of pavement condition indices. It was concluded that some surface treatments and recycling techniques are effective long-term treatments for fatigue, longitudinal, and transverse cracking. However, the effectiveness of these treatments depends mainly on the initial condition index. Then, an optimization analysis is conducted using genetic algorithms to provide cost-effective capital improvement plans statewide and for deteriorated LVRs with marginal pavement conditions. The large-scale optimization analysis is limited on LVRs for statewide maintenance planning. In this study, the developed optimization models have the ability to maximize the overall pavement condition of LVRs network considering an annual budget constraint. They can also minimize the maintenance costs to achieve desired performance targets by the end of the analysis period. It was concluded that most CDOT engineering regions do not have sufficient maintenance budgets to sustain the network-level pavement condition of LVRs. The results from optimization analysis provide more realistic solutions to define the budget needs on LVRs. Moreover, an effective decision-making process is achieved for each Colorado DOT’s engineering region using a machine-learning approach. Multiple treatment alternatives are proposed using artificial neural networks with pattern recognition algorithms. It was found that these approaches provide beneficial guidelines for managing LVRs in Colorado and nationwide. As a result of this study, transportation agencies can determine future budget needs, funding allocations, and treatment policies in order to demonstrate the best possible use of pavement management resources on LVRs.

With these conditions, the proper management of an agency's street network is necessary. The use of pavement management systems provides the help needed in the preservation of the street network. The use of pavement management systems provides significant benefits such as identification of the most cost-effective pavement treatment actions and accurate predictions of pavement deterioration. The research objectives are to examine and explain how local agencies benefit by using an adequate pavement management system and to develop a pavement prediction model appropriate for use in local agencies. This report provides a comparison of three different Pavement Management Systems: TAMS (Transportation Asset Management System), a Pavement Management System (PMS) developed by Utah the LTAP (Local Technical Assistance Program), a PMS developed by the Alabama DOT for use in cities and counties, and Micro PAVER a widely used commercial PMS. Their unique characteristics and individual strength and weaknesses are discussed so that potential users of PMS can better decide what fits best their agencies' needs. Then TAMS is explained in detail as an example of pavement management system and a case study of its application in Tooele city, Utah. Then an economic analysis of no pavement management, a partial pavement management system, and a full pavement management system is provided. The full Pavement Management System showed a savings of about $32,000,000 over a 40-year period for the city when compared to a no maintenance option. The results have shown that the use of a Pavement Management System is greatly beneficial for local agencies. This helps to maintain the road network in a good condition without exceeding the given budget as shown in the case study of Tooele city. Furthermore, we see that the cost-saving impact is more dramatic over longer period of times as shown in the economic analysis. Additionally, the comparison of the different Pavement Management Systems revealed that different agencies have different needs and thus the different options of Pavement Management Systems allows them to efficiently choose what works best for them. However, there is still room for improvement in the development of Pavement Management Systems.
