Political participation has been increasingly recognized as a foundational issue in the debate about minority rights. It is argued that minorities are more likely to feel co-ownership in the state if they have the opportunity to participate freely and effectively in all aspects of its governance, and that sustained and meaningful engagement will guard against the sense of alienation and exclusion among minorities that often emerges in ethnically divided societies. Taking as its starting point the two most important standard-setting documents in the field - the Lund Recommendations on the Effective Participation of National Minorities in Public Life, developed by the Organization for Security and Cooperation in Europe, and the Council of Europe's Thematic Commentary on the Issue of Political Participation of Minorities - the Commentary locates the international legal entitlement to political participation within the wider context of the right to democratic governance. It also considers effective participation in relation to the right to full and effective equality, as well as the legal entrenchment of these provisions and implementation mechanisms. Individual chapters then consider each of the principal mechanisms aimed at enhancing political participation, ranging from procedures covering minority representation in political institutions to consultative mechanisms and autonomy solutions. The Declaration recognizes that development is an inalienable human right, and describes development as a comprehensive process leading to the well-being of all people. All states are called upon to cooperate internationally and work nationally to ensure that this comprehensive process in which all human rights can be realized is undertaken without discrimination, and that all people may participate fully and equally in this process. This paper provides an elaboration of the content of the right to development by drawing on international law. It addresses the obligations of states, particularly with regard to international cooperation, and considers the application of obligations of conduct, as well as those of result, in giving this right meaning. This paper also details the rights of minorities and indigenous peoples and how they relate to the right to development. The creation of conditions that enable a state to develop will not necessarily lead to the realization of the right to development by the individuals within that state. Traditionally marginalized groups – notably, minorities and indigenous peoples – may not benefit from this development or may be harmed by it. Even where the right to development is being realized by the majority, the rights of minorities and indigenous peoples could be violated if the process undertaken does not take account of their rights. The authors discuss the need to have in place the standards to ensure that the protection and promotion of minority and indigenous rights are fully integrated into policies designed to fulfil the right to development. Written in cooperation with the UN Independent Expert on the right to development, this work builds on his contribution to the mandated objectives of the inter-state UN Working Group on the Right to Development. It provides an important contribution to the scope of rights and obligations in this area, and the implications that stem from them, particularly for minorities and indigenous peoples.

Book excerpt: Climate change is attracting ever more attention from the media, academics, politicians and even businesses, as evidence mounts about its scale and seriousness, and the speed at which it is affecting the world. But rarely does its impact on minorities and indigenous groups get a mention, even though they are among the worst affected. The effects of the changing climate are bad enough in themselves – more frequent hurricanes and droughts, burning temperatures, new plagues of diseases and worse floods, for instance. But the general failure to recognize and respond to minorities’ resulting problems greatly exacerbates their suffering. Disadvantage and discrimination affect them at every stage, including in the immediate aftermath of climate-related disasters and during official planning at local, national and international levels for coping with the current and future impacts of climate change. The close relationship of some indigenous peoples and minorities with their natural environments makes them especially sensitive to the effects of global warming. In some cases, peoples’ ways of life and even their very existence are being threatened by climate change, and by the rapidly increasing cultivation of biofuels, which are being touted as part of the ‘solution’. This briefing sets out some of the evidence on how minorities and indigenous people are being affected by climate change. It shows how discrimination against them means that they are not getting the help they need, or influence over governments’ plans for combating and adapting to climate change. Finally, it highlights some of the opportunities for change.

It also presents findings from the assessment of policies and frameworks pertaining to gender equality in agricultural and rural development. The assessment reveals that girls and women farmers have been more recognized and given opportunities in Cambodian political and economic activities compared to the past two decades. However, it also unveils the fact that gender inequalities still remain. These include the persisting gender and social norms that place men and boys as superior to women and girls, limited representation and opportunities in leadership tasks and roles and limited educational access to agricultural skills and related technologies. Rural women in particular face limited access to and control over productive and natural resources, services, and to markets and other opportunities to scale up their businesses. It also uncovers that there are still few women holding high-ranking positions at government level, with lower representation in decision-making positions as compared to men.Through a detailed analysis of the various sub-sectors, the policy framework and the main national stakeholders, concrete recommendations are provided for Government, FAO and other relevant partners for strengthening the integration of gender equality dimensions in agricultural and rural development policies and programmes.

It identified the many positive and negative impacts of aquaculture with their far-reaching socio economic implications. While they agreed that multi-criteria decision-making (MCDM) framework using analytical hierarchy process (AHP) as a measurement technique is a suitable method for assessing socio-economic impacts of aquaculture, experts recognized that other methods such as the costs benefits analysis (CBA) could also be used depending on circumstances. They recommended that case studies be carried out in a certain number of developed and developing countries on assessing the socio-economic impacts of aquaculture using AHP, CBA and another technique in order to test and compare the applicability and results of these methods. They also suggested developing a user guide on the implementation of these methods and build capacity in developing countries in using them, and identified other needs for future work in socio-economics of aquaculture.
