This book was released on 2018-07-21 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book is based on experience and reflections related to international support provided to parliaments and legislative bodies both in selected countries (Afghanistan, Bangladesh, Ghana, Serbia, and Kyrgyzstan) and globally. The author intends to provide a critique of parliamentary support, as part of development assistance or foreign aid, for having been conceived in narrow terms of technical assistance and for failing to appreciate that aid effectiveness calls for a sound understanding of a country’s politics, culture, and history. The monograph examines the effectiveness of aid in both stable democracies, and fragile and transition countries. The project is ideal for audiences interested in regional politics, the Middle East, Africa, South Asia, Central Asia, and development/democracy studies.

Book excerpt: Overcoming state fragility is one of the most important international development objectives of the 21st century. Many fragile states have turned into failed states, where millions of people are caught in deprivation and seemingly hopeless conditions. Fragile states lack the authority, legitimacy, and capacity that a modern state needs to advance the development of its peoples, and present deep challenges for the design and implementation of development policy. For instance, how is aid to be designed and delivered in a way that will help people in fragile states if their governments lack capacity to absorb and use aid? And what can be done about adverse side-effects of fragile states on their neighbours and the global community, such as heightened insecurity, rising out-migration, displaced populations, and the destruction of natural resources? This book documents the far reaching global repercussions of state fragility and provides a timely contribution to the international discourse on three dimensions of fragile states: their causes, costs, and the responses required. It will appeal to scholars, policymakers, and donors who are concerned about conflict and development. Its aim is to contribute to our understanding of how strong and accountable states can be fostered-states where government and civil society progressively advance human wellbeing, underpin households' resilience in the face of shocks, and form effective partnerships to maximize the benefits of development assistance.

Book excerpt: This publication examines the effectiveness of donor-supported programmes and projects that worked well under difficult conditions in fragile states, drawing on eight case studies of successful development projects in Asia and sub-Saharan Africa (from Afghanistan, Cambodia, Mozambique, Timor Leste and Uganda. Findings include that development initiatives, which engage local communities and local level governments, are often able to have significant impact, but for more substantial improvements to take place, localised gains need to be scaled up.
Book Synopsis Security, Development and the Fragile State by : David Carment
Download or read book Security, Development and the Fragile State written by David Carment and published by Routledge. This book was released on 2009-09-10 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides theoretical clarity about the concepts of failed and fragile states, which have emerged strongly since the 9/11 attacks. Recent contributions often see the fragile state as either a problem of development or of security. This volume argues that that neither perspective on its own is a sufficient basis for good policy. In a wide-ranging treatment, drawing on large samples as well as case studies, the authors create an alternative model of the fragile state emphasizing the multidimensional, multifaceted nature of the "fragile state problematique". On the basis of their model and empirical evidence, they then derive a number of policy-relevant insights regarding the need for contextualized and ongoing country analysis, the perils and pitfalls of unstructured development assistance, and the need to move whole-of-government approaches from the realm of rhetoric to reality. In offering both a synthesis of existing research and an innovative approach to understanding the fragile state, this volume will be of great interest to students of war and conflict studies, risk, conflict management, and international relations in general. It will also be of use to practitioners in policy circles and to NGOs.

Book Synopsis Development First, Democracy Later? by : Anna Lekvall
Download or read book Development First, Democracy Later? written by Anna Lekvall and published by . This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Development First, Democracy Later? explores how politics and democracy plays out in reality in Africa as the major aid-receiving continent. It points to the seriously challenged political situations that aid countries engage in. Moreover, it looks at the Paris agenda aid modalities from a democracy perspective. It illustrates the on-and-off relationship with democracy concerns in the aid system. In addition, the book points to the challenges of aid, which are too often, based on a wrongful assumption that development comes first and democracy only (hopefully) later. The book brings to question the fundamental construction of the aid system and the values that drive it. While making a push for seeing the value of democracy on its own merits, as well as its advantages for development, the book poses some serious questions on the way the aid system is built and argues for substantive changes in the aid landscape. Issues raised are relevant for many discussions - from China as a development model, the aid system and - not least - for the debate on the post-2015 Millennium Development Goals."--

Achim Steiner, Executive Director, United Nations Environment Programme 'For far too long the international community ahs stood by while countries around the world descend into conflict and anarchy. Mohamed Sahnoun, Special Representative of the UN Secretary General in Central and East Africa. Iraq, Afghanistan, Darfur. Book Synopsis Aid and Authoritarianism in Africa by : Tobias Hagmann
Download or read book Aid and Authoritarianism in Africa written by Tobias Hagmann and published by Zed Books Ltd.. This book was released on 2016-03-15 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2013 almost half of Africa's top aid recipients were ruled by authoritarian regimes. While the West may claim to promote democracy and human rights, in practice major bilateral and international donors, such as USAID, DFID, the World Bank and the European Commission, have seen their aid policies become ever more entangled with the survival of their authoritarian protégés. Local citizens thus find themselves at the receiving end of a compromise between aid agencies and government elites, in which development policies are shaped in the interests of maintaining the status quo. Aid and Authoritarianism in Africa sheds light on the political intricacies and moral dilemmas raised by the relationship between foreign aid and autocratic rule in Africa. Through contributions by leading experts exploring the revival of authoritarian development politics in Ethiopia, Uganda, Rwanda, Cameroon, Mozambique and Angola, the book exposes shifting donor interests and rhetoric as well as the impact of foreign aid on military assistance, rural development, electoral processes and domestic politics. In the process, it raises an urgent and too often neglected question: to what extent are foreign aid programmes actually perpetuating authoritarian rule?

Available in PDF, EPUB and Kindle. Book excerpt: The ambitious 15-year agenda known as the Sustainable Development Goals, adopted in 2015 by all members of the United Nations, contains a pledge that “no one will be left behind.” This book aims to translate that bold global commitment into an action-oriented mindset, focused on supporting specific people in specific places who are facing specific problems. In this volume, experts from Japan, the United States, Canada, and other countries address a range of challenges faced by people across the globe, including women and girls, smallholder farmers, migrants, and those living in extreme poverty. These are many of the people whose lives are at the heart of the aspirations embedded in the 17 Sustainable Development Goals. They are the people most in need of such essentials as health care, quality education, decent work, affordable energy, and a clean environment. This book is the result of a collaboration between the Japan International Cooperation Research Institute and the Global Economy and Development program at Brookings. It offers practical ideas for transforming “leave no one behind” from a slogan into effective actions which, if implemented, will make it possible to reach the Sustainable Development Goals by 2030. In addition to policymakers in the field of sustainable development, this book will be of interest to academics, activists, and leaders of international organizations and civil society groups who work every day to promote inclusive economic and social progress.
