Available in PDF, EPUB and Kindle. Book excerpt: Peter Coffey and Robert J. Riley, in Reform of the International Institutions, offer positive proposals for change in the sweeping horizon of economic institutions including the WTO. Their book also includes documents that help with research on the topic. Richard Fulton, Choice At no period since the creation of the International Monetary Fund (IMF), World Bank and World Trade Organisation (WTO) has it been a more opportune time to examine the work, reform and future of the international monetary and trading systems. In this comprehensive examination, the authors provide original, independent assessments of these institutions from both an American and European perspective and offer proposals for reform and improvement. The seemingly endless problems encountered by the IMF, WTO and World Bank provide major reasons for seeking reform. However, an additional impetus is the changing balance of economic power in the world. The volume begins with an overview of the Bretton Woods and international trading systems. Following this are discrete, in-depth discussions of the three institutions from American and European points of view. The authors emphasise the need for making the IMF and World Bank more regional in structure and, like the European Bank, more frugal in the lifestyles of their officials. Similarly, they call for a narrower focus in the mission of the World Bank and the IMF. In the case of the WTO, they call for a democratic reform of the organisation comprising participation by experts and, above all, better representation and support for Third World countries. Scholars and students of political economy, as well as those interested in the history and reform of international institutions, will find this an enlightening and necessary addition to their library.

Available in PDF, EPUB and Kindle. Book excerpt: Economic and social progress requires a diverse ecosystem of firms that play complementary roles. Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.

Book excerpt: This challenging and unique new volume examines some of the most burning issues on the economic agenda in the world today. Bringing together a number of the foremost authorities in their fields, this book is the result of work carried out on behalf of the G24, the world s only research effort devoted to furthering the interests of developing countries, and bringing their needs to global attention. Nowhere is the voice of the developing nations expressed as cogently and powerfully as in the essays contained in this volume.Challenging the existing mechanisms for the governance of the world economy, the chapters in this book consider the current approaches of the IMF and World Bank, and the operations of financial markets and offer alternative proposals for the effective participation of developing countries in these for a. IN doing so, the volume ranges from discussions on reforming the IMF and its conditionality, debt workouts and restructuring, through management of capital flows, debt sustainability and insurance against crisis, to Millennium Development Goals and the global partnership development. This volume is a compelling reminder of the long road to be travelled before the governance of the world economy becomes truly responsive to the aspirations and needs of the developing world.

Book excerpt: This paper discusses the study on development planning conducted by a small group within the World Bank. The study reveals that most countries not only encounter the same planning problems, they make the same mistakes. The paper highlights that although most countries with development plans have not succeeded in carrying them out, some countries without national development plans or national planning agencies have been developing rapidly. The paper also highlights that the lack of government support is the prime reason why so few development plans are carried out.

The IMF is a specialized agency of the United Nations system set up by treaty in 1945 to help promote the health of the world economy. Through its work, the IMF helps to keep the world economy running as smoothly as possible. Its work is aimed partly at the prevention of economic and financial crises, but it is also there to help countries out if such a crisis does occur. Member countries provide money (known as quota subscriptions) to the IMF. The IMF can lend from this pool to members in financial difficulty. Quotas, which are based mainly on countries' economic size, determine countries' voting power in the IMF and the limits to what they can borrow. The IMF and World Bank are jointly engaged in an initiative designed to help heavily indebted poor countries (HIPC) cut their debt burdens. Under the HIPC Initiative, debt-reduction is provided to support, policies that promote economic growth and poverty reduction. Policies to reduce poverty need to be supported not only by debt relief, but also by increased aid flows from the “richer countries and” by improved access for developing countries to industrial countries' export markets.

Available in PDF, EPUB and Kindle. Book excerpt: The global debt and adjustment crisis has challenged the World Bank to become the leading agency in North-South finance and development. The many dimensions of this challenge--which must be comprehensively addressed by the Bank's new president--are the subject of this important volume in the Overseas Development Council's U.S.-Third World Policy Perspectives series. The Bank's ability to design and implement a comprehensive response to global economic needs is threatened by competing objectives and uncertain priorities. Can the Bank design programs attractive to private investors that also serve the very poor? Can it emphasize efficiency while transferring technologies that maximize labor absorption? Can it aggressively condition loans on policy reforms without attracting the criticism that has accompanied IMF programs? Can it meet the needs of the 1990s with the internal organization and staff of the early 1980s? The contributors to this volume assess the role that the World Bank can play in the period ahead. They argue for new financial and policy initiatives and for new conceptual approaches to development, as well as for a restructuring of the Bank as it takes on new systematic responsibilities in the new decade.
