Irrigation – a major contributor to the Green Revolution – has significantly improved agricultural production worldwide, with consequent benefits for food security, livelihoods and poverty alleviation. Today, irrigated agriculture represents about 21 percent of cultivated land, but contributes approximately 40% of the total global crop production. Many governments continue to invest in irrigation as a cornerstone of food security and rural development. Investments in irrigation often represent a pragmatic form of adaptation to changing climatic conditions. This guide focuses on how to sustainably optimize and broaden the range of benefits from irrigation development - not only economic but also social and environmental benefits . It emphasizes the opportunities that fisheries could provide to increase food production and economic returns, enhance livelihoods and public health outcomes, and maintain key ecosystem services. The guide considers possible trade-offs between irrigation and fisheries, and provides recommendations on how these could be minimized.

Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers. Improved Agricultural Water Management for Africa’s Drylands describes the extent to which agricultural water management interventions in dryland regions of Sub-Saharan Africa can enhance the resilience and improve the well-being of the people living in those regions, proposes what can realistically be done to promote improved agricultural water management, and sets out how stakeholders can make those improvements. After reviewing the current status of irrigation and agricultural water management in the drylands, the authors discuss technical, economic, and institutional challenges to expanding irrigation. A model developed at the International Food Policy Research Institute is used to project the potential for irrigation development in the Sahel Region and the Horn of Africa. The modeling results show that irrigation development in the drylands can reduce vulnerability and improve the resilience of hundreds of thousands of farming households, but rainfed agriculture will continue to dominate for the foreseeable future. Fortunately, many soil and water conservation practices that can improve the productivity and ensure the sustainability of rainfed cropping systems are available. The purpose of this book is to demonstrate the potentially highly benefi cial role of water and water management in drylands agriculture in association with agronomic improvements, market growth, and infrastructure development, and to assess the technological and socioeconomic conditions and institutional policy frameworks that can remove barriers to adoption and allow wide-scale take-up of improved agricultural water management in the dryland regions of Sub-Saharan Africa.

Book excerpt: In developing countries, further progress of irrigation is essential for increasing food security and farmers’ income. However, developing small-scale schemes remains a challenge due to multiple factors that must be taken into consideration, such as diversity of small-scale schemes, a large number of water users, social disharmony over the water use, varying water demands of multi-cropping systems, heterogeneity of equipment over the scheme. Furthermore, on-farm irrigation development has a major role in enhancing Agricultural Water Management (AWM). The previous development methods considered the improvement of single-factor productivity, but agriculture is undergoing a global shift from the single objective of outputs (such as yield or net income) to multiple objectives of increasing outputs while conserving natural resources. Many pathways towards enhancement of Water Productivity (WP) are directly related to improving overall farm agronomic management (irrigation, fertilization, plant density, plant protection, etc.), while external measures must be applied to ensure sustainability of introduced good practices (lack of input markets, scarce knowledge, poor infrastructures, water regulations, etc.). Thus introducing irrigation practices to farmers must undergo a step-wise process to ensure that costs do not outweigh achievable benefits, and both institutional and technical environment are capable to sustain results. This is the case in smallholders’ schemes, where farmers are poorly resourced. In order to address these issues, the current policy guide presents a combined methodology, which involves practical experiences drawn from FAO work in the three countries as well as researchers’ results to line up a set of feasible measures to improving WP.

In order to evaluate and define future investment strategies and policies for the implementation of successful interventions in Agricultural Water Management, the Government of Egypt entrusted the Food and Agriculture Organization of the United Nations (FAO) to conduct an independent Technical Assessment and provide a comprehensive overview of the performance of improved irrigation systems in three Governorates in the project area of intervention.
