Book excerpt: Developing CDM Projects in the Western Balkans: Legal and Technical Issues Compared, arises from the professional practical experience gained by an interdisciplinary team of legal and technical experts acting in the framework of the environmental bilateral cooperation performed by the Italian Ministry for the Environment, Land and Sea in the Western Balkan countries, through the "Task Force for Central and Eastern Europe". The added value of the book consists in the fact that it jointly presents the real professional experience gained by a multi sectoral team of lawyers, economists, engineers and other technical experts, working in synergy with a shared vision. This volume will be useful not only to those specifically interested in the Western Balkan area, but represents a broader example of lessons learned in the development of CDM projects. Therefore, it may have a broad market among Government officials and legal-economic-technical professionals dealing with climate change issues as well as academics developing scientific research in this field.

This book was released on 2012-08-13 with total page 283 pages. Available in PDF, EPUB and Kindle. Book excerpt: Today, climate change is among the most hotly-debated topics. The Clean Development Mechanism (CDM), one of the three financial mechanisms under the Kyoto Protocol open to developing and developed countries, was devised to assist in mitigation of global warming. This book discusses what China should do to make full use of the CDM to promote sustainable development and to meet the challenge of climate change from a legal perspective. The findings lead to the conclusion that the CDM has limitations in promoting sustainable development in China, and thus should be regarded only as a complementary instrument in combating climate change. Legal strategies for improving the implementation of CDM projects under the legal framework in China are thus put forward, and some proposals for China to meet the challenge of climate change in the post-2012 era are made. This book offers new insights to academics and policymakers both in the public and private sector. It is intended for legal practitioners and researchers on carbon trading as well as policymakers interested in the role of developing countries in climate change law. In addition, it is of interest to stakeholders of CDM projects.

Book excerpt: This volume examines the range of Non-Trade Concerns (NTCs) that may conflict with international economic rules and proposes ways to protect them within international law and international economic law. Globalization without local concerns can endanger relevant issues such as good governance, human rights, right to water, right to food, social, economic, cultural and environmental rights, labor rights, access to knowledge, public health, social welfare, consumer interests and animal welfare, climate change, energy, environmental protection and sustainable development, product safety, food safety and security. Focusing on China, the book shows the current trends of Chinese law and policy towards international standards. The authors argue that China can play a leading role in this context: not only has China adopted several reforms and new regulations to address NTCs; but it has started to play a very relevant role in international negotiations on NTCs such as climate change, energy, and culture, among others. While China is still considered a developing country, in particular from the NTCs’ point of view, it promises to be a key actor in international law in general and, more specifically, in international economic law in this respect. This volume assesses, taking into consideration its special context, China’s behavior internally and externally to understand its role and influence in shaping NTCs in the context of international economic law.

Book excerpt: Authored by international experts from academia, international organizations, governments and NGOs, this book highlights the main environmental security issues in the South-East European (SEE) countries, with a particular focus on climate change and water management. The common goal of the authors was to provide a reliable evaluation of whether existing legal regimes and correct implementation of applicable international treaties may contribute to reducing environmental security risks in the region. In-depth analyses and assessment of major challenges in compliance, serve as a firm ground which such evaluation is based on. This volume is recommended for public officials, legal practitioners and consultants. Its interest may also extend beyond the SEE countries, serving as a case-study of a broader and paradigmatic relevance of the analysis and management of environmental and security issues in a trans-boundary context.

Book excerpt: This Climate Finance toolkit was prepared by the Regional Office for Europe and Central Asia of the Food and Agriculture Organization of the United Nations, jointly with the United Nations Environment Programme Regional Office for Europe and Central Asia, as part of the efforts both organizations systematically conduct to support countries to access scaled-up sources of climate finance. This document aims at compiling relevant and up to date information on different sources of climate finance, through which countries in Europe and Central Asia could identify opportunities to finance their objectives and goals defined in the Nationally Determined Contribution (NDC) submitted to the United Nations Convention on Climate Change (UNFCCC). In this sense, it includes information on the overarching architecture for climate financing at global level and the key conceptual framework related to climate finance and provides detailed briefs for the most relevant sources of finance with operations in this region.

Available in PDF, EPUB and Kindle. Book excerpt: This study from the Independent Evaluation Group draws lessons for development and climate change mitigation from the World Bank Group's far-reaching portfolio of projects in energy, forestry, transport, coal power, and technology transfer. Reviewing what has worked, what hasn't, and why, the evaluation's key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects rate of returns, and did not address investors need for up-front capital. Technology transfer broadly understood to include diffusion of technical and financial innovations related to low-carbon development has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

Book excerpt: Ecological complexity and diverse ecosystems give Central and West Asia rich natural resources and hydrocarbon reserves. Countries in this region are exposed to climate change risks, and there is growing recognition that their carbon-intensive economies necessitate greenhouse gas mitigation. This report assesses the costs, benefits, and investment opportunities for greenhouse gas reduction in the energy and transport sectors of Azerbaijan, Kazakhstan, and Uzbekistan, and discusses indirect benefits of such reduction to human health and energy security. It gives policymakers, practitioners, and academics an overview of policy measures and technologies available for emission reduction, as well as scenarios of future emission trajectories in the three countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book argues that the unresolved stateness in the republics of the former Yugoslavia played a key role in determining the course and dynamics of their turbulent democratic transition. To support this claim, the authors develop a series of causal mechanisms. Subsequently, they analyze to what extent these causal mechanisms could be applied to other cases, like the one of Ukraine’s democratization. The book presents a theoretical framework, as well as conclusions and arguments that are instrumental for the better understanding of the democratization process in general, which could be useful for other countries to avoid the mistakes that were made in the cases of former Yugoslav republics. It, therefore, is a must-read for researchers and scholars of political science, as well as practitioners and policy-makers, interested in a better understanding of democratization, transformation processes, nation-building, and stateness.

Book excerpt: This book brings together the results of two conferences: 'The Kyoto Protocol and beyond: A legal perspective', organised by the University of Siena on 10-11 June 2006, and 'Tackling Climate Change: An appraisal of the Kyoto Protocol and options for the future', held at the T.M.C. Asser Institute in The Hague on 30-31 March 2007. These conferences focused on the legal aspects of the Kyoto Protocol implementation and the post-2012 regime. Experts in European and international environmental law shared ideas and experiences gained so far by the European Union, individual states (including Germany, the Netherlands, the Western Balkans, CIS countries including Russia and developing countries) and private entities in the implementation of the Kyoto Protocol and its flexible mechanisms. Much attention was given to the design of the future regime, from the perspectives of both the European Union and developing states.

Book excerpt: The first Environmental Performance Review (EPR) of the Former Yugoslav Republic of Macedonia was carried out in 2002. This second review intends to measure the progress made by the country in managing its environment and in addressing upcoming environmental challenges since the first EPR. To fight its difficult economic situation, after gaining its independence in 1991, the government carried out regulatory and structural reforms in order to correct its macroeconomic instability and facilitate the transition to a market economy. It pursued a range of economic reforms which were aimed at stimulating economic growth and improving the living standards of the population through development of the private sector, improvement of the investment climate and greater job creation.
