But the measurable value of its nonmonetary benefits has until now been poorly understood. In Higher Learning, Greater Good, leading education economist Walter W. McMahon carefully describes these benefits and suggests that higher education accrues significant social and private benefits. McMahon's research uncovers a major skill deficit and college premium in the United States and other OECD countries due to technical change and globalization, which, according to a new preface to the 2017 edition, continues unabated. A college degree brings better job opportunities, higher earnings, and even improved health and longevity. It covers trends in college costs, student ability to pay, and some of the ways in which affordability problems are being addressed. The report finds that while annual growth in college costs has slowed, cost continues to exceed growth in family income and in the Consumer Price Index, but it notes that high tuition is not universal. It discusses student and family concerns about affordability and debt burdens on students after they leave college.It also notes that institutional reactions to these concerns include an increase in college-supported student aid. In looking at why college costs are rising, it notes that one factor is reduced growth in state funding, but also finds that an increasing number of private four-year colleges discount tuition. The report also discusses changes in federal student aid; looks at other explanations for the growth in tuition, including colleges' financial conditions; reviews policymakers' positions and views on affordability; and gives examples of how the media looks at affordability. Public higher education in the postwar era was a key economic and social driver in American life, making college available to millions of working men and women. Since the 1980s, however, government austerity policies and politics have severely reduced public investment in higher education, exacerbating inequality among poor and working-class students of color, as well as part-time faculty. In Austerity Blues, Michael Fabricant and Stephen Brier examine these devastating fiscal retrenchments nationally, focusing closely on New York and California, both of which were leaders in the historic expansion of public higher education in the postwar years and now are at the forefront of austerity measures. Fabricant and Brier describe the extraordinary growth of public higher education after 1945, thanks largely to state investment, the alternative intellectual and political traditions that defined the 1960s, and the social and economic forces that produced austerity policies and inequality beginning in the late 1970s and 1980s.
