This paper uses panel data from five countries in Asia and Africa to examine the determinants of rural youth migration across five different countries, indirectly testing both broad and specific hypotheses related to migration. It finds that individual characteristics are more important determinants of migration than household or village characteristics. Further, it finds little evidence that credit constraints or relative deprivation are correlated with migration, holding other things constant. The difference between this result and those found in the literature regarding credit constraints implies credit constraints are geographically concentrated. The paper concludes with a discussion of the implications for migration influenced policy regarding youth, including the need for more and better migration data.

Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Analysis of the main factors determining the propensity of rural youth to migrate; 2. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Illustration of the most promising policies and programmes to reduce distress migration of rural youth and maximize its dev elopmental benefits for the communities of origin.

Book excerpt: The RuMiT (Rural Migration in Tunisia) research addresses the determinants of migration and mobility, the patterns and types of rural youth outmigration and the impact of rural youth migration on rural livelihoods and societies in origin regions in Tunisia. The research used a mixed-methods approach combining quantitative and qualitative methods, providing comparative insights into: international and internal migrants and non-migrants; pre- and post-2011 migrants; households with and without migrants. Main results show that migrants from rural areas are increasingly highly educated and leaving to pursue their studies abroad. This particularly applies to women, who also register a decrease in marriage-related migration. Migration proves to be rewarding for both internal and international migrants, in terms of occupational and social security outcomes. In particular, migrant women have higher labour market participation and employment rates than non-migrants. As a direct consequence of an emigration which is still male dominated, households with migrants are increasingly feminized, i.e. with a higher share of women, who are more likely to be active compared with women in nonmigrant households. Migrant households were also found to have higher access to social security. While incomes from remittances tend not to be invested in productive activities, evidence shows that one internal migrant out of four and one international migrant out of three has an economic activity in the areas of origin, which in most of the cases is connected with agricultural or animal production. The Rural Migration in Tunisia (RuMiT) research project was undertaken in the framework of the FAO project “Youth mobility, food security and rural poverty reduction: Fostering rural diversification through enhanced youth employment and better mobility” (GCP/INT/240/ITA) – in brief, the Rural Youth Migration (RYM) project – implemented in Tunisia and Ethiopia between 2015 and 2017, and funded by the Italian Development Cooperation.

Far from a rural-to-urban story, youth undertake mostly rural-to-rural and urban-to-urban migrations. In our sample of 2,676 individuals, aged 21 to 35 years, 35% are internal migrants, and over half can be defined as temporary migrants. Using multinomial logit models, we estimate the role of early childhood household and community characteristics in young people's decision to migrate. We find that determinants of youth migration are heterogeneous by gender and destination. The higher the fathers' education the more (less) likely are their daughters to move to urban (rural) areas. Young men and women, who spend their childhood in better off households, are more likely to move to urban areas. Also, the presence of younger siblings increases the propensity of moving to rural areas. Access to primary schools during childhood decreases the likelihood of migrating to urban areas for both men and women.

Few studies document the patterns and determinants of internal youth migration in sub-Saharan Africa. OBJECTIVES: This paper analyzes the socioeconomic determinants of the decisions among young adults to internally migrate in Senegal. We focus on whether their decisions to migrate are influenced by individual characteristics, as well as the circumstances in the households and communities where young adults grew up, and whether these factors are differentiated by gender. METHODS: Using a unique migration household survey in Senegal, we estimate multinomial logit models to analyze the role of childhood socioeconomic determinants in later youth migration decisions to rural and urban areas. RESULTS: We find that young people undertake mostly rural-to-rural and urban-to-urban migrations, and over half of them are temporary migrants. We also find that the determinants are heterogeneous by gender and destination. The higher the fathers' education, the more (less) likely are their daughters to move to urban (rural) areas. Young individuals who spend their childhood in betteroff households are more likely to move to urban areas. The presence of younger siblings during childhood increases the propensity of moving to rural areas. Access to primary schools from the childhood residence decreases the likelihood of migrating to urban areas for both men and women. CONTRIBUTION: We contribute to the sparse literature on internal youth migration in developing countries by highlighting the relevance of the family- and community-level characteristics during childhood in predicting later migration in life.

Book excerpt: It is estimated that nearly one in seven people — more than 1 billion in total — are classified as migrants in national statistics. Of these, about 763 million are estimated to be internal migrants; the remaining 281 million are international migrants (International Organization for Migration 2021). Migration is an intrinsic part of the development process, representing one of the greatest opportunities to facilitate economic and social advancement in developing countries. Understanding how different types of individuals and households perceive these opportunities and overcome related constraints, and how these change over time, is of key interest. At the same time, migration presents one of the world’s biggest challenges, requiring adjustments by both sending and hosting communities, and understanding those adjustments is a priority. The CGIAR Research Program on Policies, Institutions, and Markets (PIM) has undertaken more than 40 studies designed to explore the causes and consequences of internal and international migration. In aggregate, the studies help us understand what motivates people to migrate and what factors impinge on their ability to do so. These studies focused on the relationship of migration with rural transformation, gender, youth, climate change, and social protection and cut across the whole PIM research portfolio. This brief synthesizes findings from this research in an attempt to present a more complete picture. While there is a vast literature on migration external to PIM and CGIAR, the results of the PIM investigations constitute valuable inputs into national policies and programs designed to foster economic and social development while maximizing the benefits and reducing the risks of migration.

Book excerpt: The paper examines the role of land access in youth migration and employment decisions using a two wave panel data set from the Living Standards Measurement Study—Integrated Surveys on Agriculture (LSMS-ISA) from Nigeria. Overall, the findings show that the size of expected land inheritance is significantly and negatively associated with long distance migration and migration to urban areas, while a similar impact is negligible when a broader definition of migration is adopted and when migration is deemed as temporary. A more disaggregated analysis by considering individual characteristics of the youth shows that results are more elastic for older youth and those that are less educated, while we find no difference when comparisons are made by gender. Similar analysis on the influence of land access on youth employment choices shows strong evidence that the larger the size of the expected land inheritance the lower the likelihood of the youth being involved in non-agricultural activities and a higher chance of staying in agriculture or the dual sector. The results further reveal that youth in areas with a high level of agricultural commercialization and modernization seem to be more responsive to land access considerations in making migration and employment decisions than are youth residing in less commercialized areas. Finally, the results from the differential analysis suggest that rural-to-urban migration and the likelihood of youth involvement in the dual economy is more responsive to the size of the expected land inheritance for less educated youth as compared to more educated ones.

Book excerpt: Migration of youth is a prominent phenomenon in Sub-Saharan Africa and in East Africa in particular. International and rural-to-urban migration gained a lot of attention in the older literature, yet internal rural-to-rural migration is the most frequent type. This work revolves around several issues of internal migration of youth in rural Tanzania. First, I determine which factors are associated with destination decisions made by young people. I look at four to six destination types on the rural-urban spectrum and consider various individual, household, and community factors that could affect migration decision. Second, I test how does migration to various destination areas on the rural-urban spectrum contribute to structural transformation through the shifts in main occupation. Although focusing on the shifts from agricultural work to self-employment and wage job, I also consider other employment categories like students, those working mainly in household maintenance, and unemployed people. Third, I estimate the impacts of youth outmigration on the livelihood of non-migrant household members. I consider changes to the labor supplied to the household farm, attraction of new household members, and adjustments to household participation in labor and land markets. I make contribution to the literature on internal migration of youth in Sub-Saharan Africa, and Tanzania in particular, in four ways. First, I distinguish several migration destinations across the rural-urban spectrum, from low-density rural areas to cities, broadening the conceptualization of migration decision instead of focusing on a specific flow of migrants. I test three categorizations of location types to account for different interpretations of results and to verify that the main results are not an artifact of the choice of the definition of "rural". Second, I stress the importance of rural-to-rural migration, which is prevalent in Tanzania, although understudied. I show that even migration to low-density rural areas is associated with a shift towards non-agricultural employment. Third, while looking at occupational shifts, I consider people who are usually excluded from the analysis: students and those employed in household maintenance. I also look at women who state marriage as their main reason for migration. It allows to broaden the view on migration flows and discover employment difficulties for certain groups of people, for example, female rural-to-rural migrants involved mainly in household maintenance and students transitioning into employment. Fourth, I explore the labor adjustment strategies of the households left behind after a young adult migrates, which has rarely been studied in the context of the countries of Sub-Saharan Africa.

Like many developing countries, Rwanda has been facing increasing challenges related to rural to urban migration. It is in this context that the broad objective was to analyze factors that determine rural youths' decision to migrate to urban areas in Nyabihu (Western Province) and Burera (Northern Province). A combination of non-probability and probability sampling methods were used to select a total of 113 respondents for inclusion into the survey. Structured questionnaires were used as the principal data collection instruments. Secondary data was used to complement primary data collected in this study. The researcher was guided by two hypothetical propositions. The results of the study showed that youths who are likely to migrate are predominantly aged between 17 to 22 years, and earn incomes of less than 34129Frw per month (US$59), are male, have primary education, are currently not employed.The reasons underlying rural to urban migration and its implications on policy are discussed.
