The results highlight the importance of positive attitudes towards women working and individual characteristics such as years of education and number of children. However, even after controlling for these factors, policies are also key drivers of female employment.

Book excerpt: Female labor force participation rate in Turkey is quite low by European Union (EU) and Organization for Economic Co-operation and Development (OECD) standards: it was 24.9 percent in 2006, compared to 66.1 percent in EU-27 and 60.8 percent in OECD countries. Moreover, it has declined from 34.3 percent in 1988 to 24.9 percent in 2006. The purpose of this report is to shed light on factors that determine women's participation in the labor market and the reasons behind the observed trends over the 1988-2006 periods. An important reason for the fall in female participation rate is urbanization. Turkey has witnessed high levels migration from rural to urban areas since 1988. The share of urban population rose from 51.1 percent in 1988 to 63.3 percent in 2006. Despite the declining trend, the female labor force participation rate in rural areas is still higher than that in urban areas, which has been more stable over time. In fact, the gender gap in participation rate in urban areas is much wider. Significant improvements have taken in place in women's schooling in recent decades in Turkey. The final interesting finding that requires further investigation is the low and stagnant participation rates of low skilled women - those with less than high school education. Over the 2000-2006 periods, the participation rate of low skilled women varied between 10.9 and 11.8 percent. These are considerably lower rates compared to that of low skilled men which, over the same time period, varied between 67.1 and 68.8 percent.

Reexamining the factors driving women’s labor force participation is particularly important because in many European countries the process of closing the gender gap has stalled despite greater gender equality in human capital investment, declining birth rates, changing social norms, and equal legal access to employment opportunities. Investigating whether firm performance could be improved if women held a greater share of senior positions is also essential given that the empirical evidence from past research into this question has been inconclusive.

Book excerpt: We empirically study the role of different family policies in determining women's labor market behavior in the countries of the European Union between 1997 and 2008. Women tend to assume more family duties than men and, consequently, often participate less in the labor market. At the same time, family policies are to provide support to families while also helping women to reconcile family duties with labor market participation. Their impact, however, is not clear, especially when it comes to different forms of labor market activity. We use a static and dynamic panel econometric framework examining the link between four types of family policies and labor force participation and (part-time and full-time) employment. The results suggest no stable significant impact of any on overall labor force, but higher spending on family allowance, cash benefits daycare benefits appears to promote part-time employment, whereas only spending on parental leave schemes is a significant determinant of women's full-time employment.

Our findings show that improving educational attainment, having a more balanced family leave policy, and reducing tax wedge help improve participation of women in the labor force. However, these measures are not enough to notably improve employability of women, which require stronger growth supported by robust institutions.
